Allan J Asher
Regulatory Institutions Network ACT
Allan Asher has been an outspoken consumer advocate for nearly 40 years. From 1974 to 1984, Asher was a senior executive with the Australian Consumers Association (ACA). In 1984, Asher became the director of corporate affairs with the Overseas Telecommunications Commission (OTC).
From 1988 to 2000, Asher was the deputy chairperson at the ACCC. This included a period at the Trade Practices Commission from 1988-2005. Asher spent ten years in the UK as director of campaigns and communication with the Consumers' Association and as a board member of the Office of Fair Trading.
From 2003-08, Asher was the CEO of the UK consumer watchdog organisation EnergyWatch which protected consumer rights in a deregulated energy market.
Returning to Australia in 2009, Asher was CEO of the Australian Communications Consumers Action Network (ACCAN) and became Commonwealth Ombudsman of Australia in August 2010.
 
John Bonnice
General Manager of Children, Youth and Family Services

John currently oversees the Communities for Children initiative with St Luke’s (Division of Anglicare Vic) and delivers training in social inclusion practice.

Prior to his current role, John was Director of Strategy and Innovation at St Luke’s and also General Manager of Children, Youth and Family Services.

In a career over 30 years spanning youth justice, child protection, child and family services John's work is driven always by his empathy and understanding, and underpinned by his research skills - he identifies peoples' needs, researches and designs a response, and then makes it happen at a local and regional level.

 
Robert Drake
General Manager, FLA Grants program.
Robert Drake was previously Senior Executive Leader – Financial Literacy at the Australian Securities and Investments Commission. He lead the development of ASIC’s MoneySmart website – helping millions of Australians with money issues.
Robert has been involved in innovation in financial services and consumer protection for over 25 years with both government and non-government organisations. Outside FLA, Robert is also involved in assisting developing countries to build their financial literacy programs.
 
The Hon Jane Garrett MP
The Minister for Emergency Services and Consumer Affairs
We are both delighted and excited to confirm our conference keynote speaker will be the Minister for Emergency Services, Consumer Affairs, and Gaming and Liquor regulation - The Hon. Jane Garrett.
As the Member for Brunswick Jane’s key focus has been on issues that matter the most to her and to local residents including better education and health services, improved community safety, support for community sport and dealing with urban amenity and growth in a way that protects our way of life.
On December 3rd 2014, Jane was appointed Minister for Emergency Services, Consumer Affairs, Gaming and Liquor Regulation in the Andrews Labor Government.
 
Peter Gartlan
Chief Executive
Peter Gartlan is Executive Officer of the Financial and Consumer Rights Council,the peak body for financial counsellors in Victoria and currently sits on the Board of the Consumer Action Law Centre.
Peter is a former consumer representative on the General Insurance Code Compliance Committee and a former Director of
Insurance Brokers Disputes Limited.
 
Deborah Glass
Victorian Ombudsman

Deborah Glass, OBE was appointed as the Victorian Ombudsman in March 2014. The Ombudsman's role is to investigate the decisions and actions of Victorian government bodies. The Ombudsman seeks to ensure the highest possible standards of public sector service delivery to all Victorians.  She was the Deputy Chair of the UK Independent Police Complaints Commission (IPCC), a position to which she was appointed in 2008. She was also one of the IPCC’s ten operational Commissioners, in which capacity she had joint regional responsibility for London and the South-East.  Glass spent her formative years in Australia. She is a lawyer by profession

 
Lynne Haultain
Commissioner
Lynne has been on both sides of the media – as a journalist and as a communications strategist.
A broadcaster with ABC Radio for 16 years, she now specialises in managing complex and often fast moving reputation issues; moderating conferences and events; running negotiations; advising on media and stakeholder engagement; media and presentation training and corporate writing.
Lynne is the long standing chair of the Victorian Foundation for Survivors of Torture aka Foundation House - a highly regarded NGO; she headed up a Premier's advisory panel on children's services, and was a Victorian Law Reform Commissioner.
She graduated in Law and English at the University of Western Australia, participated in the Cranlana Colloquium in 2014, and is about to complete a Diploma of Business (Governance).
 
Julie Kun
Deputy CEO
Julie is a dedicated community services executive with 21 years of in-depth leadership experience across several sectors including Disability & Aged Care, the Australian Services Union and Field Liaison Officer Social Work at La Trobe University.
 
Donna Letchford
Financial Counsellor

Donna has been a financial counsellor since 2001 after a 20 plus year career in the banking industry.  She was seconded to Women’s Legal Service Victoria in June last year as the financial counsellor for their Stepping Stones project.  Donna works with women who are dealing with family violence and predominantly economic abuse   Until recently she was convener of FCRC’s Banking Issues Working Group for 10 years, is a current member of the Infringements Working Group and a financial counselling supervisor.

 
Colin Neave
Commonwealth Ombudsman
Mr Neave is the current Commonwealth Ombudsman, Chairman of the Commonwealth Consumer Affairs Advisory Council and a member of the Administrative Review Council. He was appointed a Member of the Order of Australia in June 2005 for service to public administration and to the banking and finance industry, particularly through dispute resolution.  Previously Mr Neave has served as the Chief Ombudsman of the Financial Ombudsman Service, the Australian Banking Industry Ombudsman, Chairperson of the Legal Services Board of Victoria and Vice Chair of the Australian Press Council. He has held senior management positions in the public sectors of several jurisdictions including as Deputy Secretary of the Commonwealth Attorney-General's Department, Managing Director of the Legal Aid Commission of NSW, Secretary of the Victorian Attorney-General's Department and Director-General of the South Australian Department of Public and Consumer Affairs.
 
David Niven
Legal Counsel

David is a Legal Counsel at FOS.  Prior to joining FOS, David held senior legal positions with the Office of Fair Trading and Business Affair (Victoria) where he was involved in legislative reform, including development and implementation of the Credit Act 1984, Chattel Securities Act 1997, Motor Car Traders Act 1986 and EFT Code of Conduct.  He has subsequently held the positions of Registrar of the Credit Licensing Authority and Director of Consumer Credit Legal Service (Victoria).  More recently he was Senior Consultant at Maurice Blackburn Cashman where he successfully ran a series of consumer and shareholder class actions including the Aristocrat and Multiplex class actions – at the time the two largest damages awards in class actions in Australia.  He also ran the FAI class action – the first consumer class action in Australia and the ANZ civil penalty case.  David has also held a variety of appointments on Boards and Committees including Chair of the AFCCRA, the financial counselling peak organisation, and Chair of the National Investment Centre for Retirement Investments.   He was also a volunteer night session co-ordinator at Springvale Legal Service for 15 years.

 

 
Scott Pape

The conference MC this year will be none other than the marvellous Scott Pape, The Barefoot Investor and staunch supporter of all financial counsellors across Australia.  Scott launched the well received Rank the Bank report at our 2012 conference, and we are very excited to announce that he is returning this year to keep you entertained and engaged across our three days in Torquay.  Scott Pape has been voted “Australia’s most trusted finance expert.” He’s the money guy for Channel Seven and Triple M, and writes two weekly national newspaper columns. He has advised AFL and NRL teams about money, and consults to the Australian government on financial education in schools. Scott lives on a farm in country Victoria with his wife, son and three dogs.
 
Emma Smallwood
Lawyer

Emma was admitted as a lawyer in 2012. Emma commenced work with Women’s Legal Service Victoria (WLSV) shortly after her admission to practice. Emma’s practice since then has been primarily family law. Emma is currently employed as a lawyer and the Economic Well-being Project Co-ordinator at WLSV. In her current role, Emma does a combination of legal and research work. In respect to her legal work, Emma predominantly provides duty lawyer services in the Melbourne Magistrates’ Court and in the Family Court of Australia.  In respect to the research work, Emma is writing a research report on economic abuse, the financial impacts of family violence and the different legal and financial barriers women encounter. As part of that research Emma has carried out in-depth interviews of 30 women. The report will be published on 22 September 2015. The research report will enable financial institutions, service providers and law makers the tools to make evidence-based reform and help more victims of family violence recover financially.

 
Dr June Smith
Lead Ombudsman - Investments and Advice
Dr June Smith has a wealth of experience in the financial planning and related sectors, well-developed relationships with regulators, industry and consumer groups and a significant track record as an independent decision maker. June is well recognised for her work developing the role of codes of practice to improve customer service, along with her efforts in promoting professional standards and business ethics in the financial advice industry. Prior to becoming Lead Ombudsman (Investments and Advice), June was CEO of the Code Compliance Monitoring Committee for the Code of Banking Practice and General Manager of Code Compliance and Monitoring at FOS. June has a PhD in Law from Victoria University, specialising in professional and business ethics and organisational decision-making within financial services organisations.
