Keynote Speakers

Dr. Berdi Safford

Bertha H. Safford, MD is Vice President of Quality Improvement, Family Care Network, a 70+ family physician group practice in Northwest Washington; and Clinical Associate Professor, University of Washington School of Medicine. Dr. Safford practices family medicine in a rural health center, part of Family Care Network, and also serves as the vice president of quality. She has been faculty for Washington State Collaboratives on Diabetes, Hypertension, and Patient Centered Medical Home. She is also a frequent speaker at the American Academy of Family Physicians (AAFP) national Practice Improvement courses on implementing the components of practice redesign and Patient Centered Medical Home. In 2003, she was selected Washington State Family Physician of the Year. Her practice was recently one of 31 chosen nationally by the Robert Wood Johnson Foundation to participate in the LEAP Primary Care Team project: Learning from Effective Ambulatory Practices. 


Dr. Clint MacKinney

A. Clinton (Clint) MacKinney, MD, MS has worked in health care for over 30 years, including 14 years as a rural family physician, practicing the full scope of family medicine. He has both owned a private practice and worked with large health care systems. Dr. MacKinney worked as Medical Director for a globally-capitated primary care group with 210 employees and a $50 million budget. He also worked for 8 years as a national rural healthcare consultant in over 50 rural communities. Dr. MacKinney currently works as an emergency department physician in rural Minnesota.

Dr. MacKinney is Clinical Associate Professor in the Department of Health Management and Policy at the College of Public Health, University of Iowa. He is also Deputy Director of the Rural Policy Research Institute (RUPRI) Center for Rural Health Policy and Analysis. Dr. MacKinney has been a member of the RUPRI Health Panel since 1998 and has served on national committees for the Institute of Medicine, the Department of Health and Human Services, the American Academy of Family Physicians, and the American Medical Association. In his capacity as a rural health advocate, Dr. MacKinney writes and presents nationally. Dr. MacKinney's professional interests include rural health system design, health care value, physician and administration relationships, physician payment, rural health policy, and population-based health care.



Dr. Michael Meza

Dr. Meza graduated from the University of Texas Southwestern Medical School in Dallas, Texas in 1993. He then attended the Family Practice residency program at John Peter Smith Hospital in Fort Worth. From there he moved to Orofino, Idaho where he enjoyed 16 years of practicing full spectrum family medicine. This is where he recognized the impact of limited healthcare resources in a rural setting and the importance of timely access to specialty care. With many supporting his dream, he spearheaded the development of several Telemedicine programs, which improved access to care and overall quality of life for many community members.

Dr. Meza has since moved to Coeur d’Alene and provides Hospitalists services for North Idaho Advanced Care Hospital, as well as caring for many of the elderly in the Skilled Nursing and Assisted Living Facilities. He continues to see the potential benefits of Telemedicine in all the levels of care. He is the current Chairman for the Idaho Telehealth Alliance, which is an industry group with members throughout the state promoting the advancement of Telehealth with the goal of improving access to specialty care.  

He also sits on the Board of the Idaho Telehealth Council, which has been tasked to develop a comprehensive set of standards, policies, rules and procedures for the use of Telehealth in Idaho. He remains passionate about advancing Telehealth throughout the state in hopes of improving Idahoan’s overall health status while working in conjunction with Primary Care Provides and the various state initiatives such as the Patient Centered Medical Home and the State Health Innovation Plan. He believes Telehealth plays a crucial role in reaching the Triple Aim, which strives to improve the health of the population, reduce overall healthcare cost and improve patient experience through quality and satisfaction.
