Bio
Rich Juliano, a Certified Association Executive (CAE), is one of the nation’s leading advocates for transportation construction contractors.  He manages the activities of ARTBA’s Contractors Division, which includes more than 3,000 members, and serves as principal liaison to ARTBA’s 35 affiliated state and regional contractor organizations and its Council of State Executives.  He is a frequent speaker at industry events around the country.  Rich represents contractor interests before the executive branch (most notably the Federal Highway Administration) and policy groups such as AASHTO’s Subcommittee on Construction. 

Rich staffs a number of ARTBA’s committees and works with ARTBA’s government relations team to advance the industry’s interests on Capitol Hill.  He is treasurer of ARTBA’s political action committee, and has helped introduce major innovations in ARTBA’s nationwide grassroots efforts, including the award-winning Mobilize!TM grassroots legislative action program.  

Rich joined the ARTBA staff in April of 2002.  He is a graduate of the U.S. Chamber of Commerce’s Institute for Organization Management (IOM) and a member of the American Society of Association Executives, which confers the CAE credential.

Rich is a native of the Cleveland, Ohio, suburbs.  As an undergraduate at the University of Chicago, he majored in Public Policy, graduated with Honors, and was elected to Phi Beta Kappa.  After graduation in 1989, he served in a series of positions in Illinois state government and politics, helping develop solutions to a number of long-standing transportation dilemmas in the Chicago area.  Rich earned a law degree from the University of Chicago Law School in 1998, and worked at law firms in Chicago and Washington as a summer associate.

Rich resides in Vienna, Virginia, with his wife, Erika, and their three daughters.
