Title Vice President Company Customs and Law Enforcement Solutions, A-T Solutions Bio With over 25 years of experience and insight into border security, risk assessment, customs modernization, and the design and development of automated targeting systems, Chris is responsible for market development and acts as lead Subject Matter Expert for our Customs, Regulatory and Law Enforcement customers. Prior to joining GreenLine Systems (now an A‐TSolutions Company), Mr. Thibedeau led the Canada‐United States Harmonized Risk Scoring and Advance Trade Data Initiative for the Canada Border Services Agency (CBSA). He has held leadership roles in both CBSA’s and Canada Customs Contraband and Intelligence Services Directorate, Information Science and Technology Branch and as head of Enforcement and Investigation Services for the Canadian Food Inspection Agency. He has led efforts towards the harmonization of Customs commercial processing and risk assessment solutions in the North American region and provided operational leadership to a number of cargo targeting and risk assessment programs, including: the Joint in‐transit Container Targeting Initiative (JTI), the Canada‐US Marine Benchmarking Study, deploying the U.S. Customs Automated Targeting System (ATS) in Canada, and in designing the operational plan for Advance Commercial Information (ACI) for both air / marine cargo for the CBSA. Chris is a co‐author of the World Customs Organization’s (WCO) Customs Risk Management Study, the Inter‐American Development Bank’s Knowledge and Capacity Product (KCP) on Risk Management of Cargo and Passengers, and the WCO’s “Global Container Security and Identification of High Risk Indicators” that served as a core input to the General High Risk Indicator (GHRI) document. Mr. Thibedeau has been awarded a GTEC (Government of Canada Technology Awards) gold medal and the Public Service Award of Excellence for his work leading the design and development teams responsible for TITAN Automated Risk Assessment System for the Canada Border Services Agency. |
