International Road Transport Union - IRU

Every item on every store shelf, in every office and home, has been on a truck at one point.  Trucks are the lifeblood of all economies efficiently interconnecting all businesses, markets and transport modes. However, non-harmonised procedures change from one country to the next creating long border waiting times - an economic and social nightmare for Customs and businesses alike. Fortunately, there is a global, multimodal, secure and affordable solution called TIR, which cuts overall transport times by 40% and costs by up to 30%, and is fully compliant with the WCO Safe Framework.

Ratified by 68 countries, the United Nations TIR Convention has proven most effective for 60 years in 58 countries worldwide. Under TIR, any containerised shipments are sealed and unsealed by Customs at departure and final destination, eliminating redundant checks at borders in between. The IRU, as the global voice of the road transport industry with over 65 years experience in facilitating and securing trade, has been mandated by the United Nations to manage TIR.

Thanks to state-of-the-art risk management apps developed by the IRU, TIR is now highly computerised and is the only truly global Customs transit system in the world guaranteeing the full security and traceability of goods transported.

IPM

The World Customs Organization has a unique position in respect of national Customs authorities. The provision of high-quality, user-friendly tools to the 179 Members of the organization to facilitate them in the combat against counterfeiting and piracy is at the core of its mandate. Hence the creation of the IPM tool in 2010.

IPM is the only global anti-counterfeiting tool: it allows operational data concerning products to be communicated directly to Customs officers on the ground, facilitating the identification of counterfeit and pirated products. United Nations Statistics Division (UNSD)

The term “international merchandise trade statistics” (IMTS) refers to a specialized multipurpose domain of official statistics concerned with the provision of data on the movements of goods between countries and areas. The continued interest in international merchandise trade is due to its crucial role in economic development because such trade binds producers and consumers located in different countries into a global economic system. In this context, the availability of timely and high-quality trade statistics becomes a precondition for in-depth analysis of production, consumption, employment, income and overall welfare at both the country and global levels.

In many countries, the main source of data is customs declarations that are collected by customs departments as part of their day-to-day work. Therefore, quality of input data in the customs declarations has direct impact to the quality of IMTS. These statistics are compiled regularly by national agencies such as customs departments, national statistical offices, ministry of trade or central banks depending on how the institutional arrangement is set up in a country. Then they are are submitted, as an official trade statistics, to United Nations Statistics Division (UNSD) for harmonisation, verification, analysis and finally dissemination via UN Comtrade (http://comtrade.un.org) to users around the world. Today, UN Comtrade contains more than 50 years of detailed data on export and import for over 180 countries. Other international organisations such as World Trade Organization (WTO), International Trade Center (ITC) and the United Nations Conference on Trade and Development (UNCTAD) use the data for trade negotiations, analysis and research purposes.

The exhibition is to show case the importance of customs data for trade statistics and to inform general audience about the use of trade statistics. It is supported by UNSD, WTO, UNCTAD and the Department of Statistics of the Bahamas.



UNI-PASS

UNI-PASS is a total customs administration solution developed and used by the Korea Customs Service. Since the development of its first generation system based on simple statistic system in the year 1974, UNI-PASS has evolved from an EDI based system to a Web based platform and currently on its fourth generation smart clearance system. UNI-PASS provides a full e-clearance system and electronic Single Window system that has already been adopted by 6 countries.

CUPIA, a non-profit organization established by the Korea Customs Service, currently operates the UNI-PASS system used by the Korea Customs Service. It is an expert organization that specializes in customs matter only. IT and customs experts provide a wide range of services regarding to customs modernization from feasibility study to system development. CUPIA has references in 19 countries with over 30 services delivered including 7 development projects of the e-clearance system and the Single Window system.
