Biographies


Patrick Cabana was appointed Vice President at Gaz Métro in June 2006. Since joining Gaz Métro in March 2002, he has occupied different positions with different responsibilities from Corporate Control to Gas Supply, Regulatory Affairs and other fields. Mr. Cabana worked from 1990 to 1997 with a major auditing firm, then in the hockey equipment industry from 1997 until 2002, when he joined Gaz Métro. Mr. Cabana holds a MBA from Université de Sherbrooke and is a member of the “Ordre des Comptables professionnels agréés du Québec”. Steve Clark oversees all of TransCanada’s natural gas pipeline assets in Canada and the northeastern United States, including the NGTL System, the Canadian Mainline, Foothills System and TransCanada’s interests in the Trans-Quebec & Maritimes Pipeline, Portland Natural Gas Transmission System and Iroquois Gas Transmission System. Prior to his current role, Mr. Clark was Vice-President, Commercial West, providing commercial leadership for TransCanada’s Alberta, B.C. and Foothills Systems. Previously, he was Director, Sales & Marketing – Gas Transmission West and Vice-President, Western Business Development, where he was responsible for developing pipeline business opportunities in western North America. Mr. Clark graduated with a Bachelor of Science degree in Chemical Engineering from the University of Alberta in 1981. He also holds an MBA from the University of Calgary, which he completed in 1992.
 

Angelo Fantuz holds a Chemical Engineering degree and an M.B.A. from the University of Windsor, with 30 years of working experience in both technical and commercial sectors in the automotive and energy industries. Prior to joining ECNG ENERGY L.P. in 2003 Angelo was Director, Eastern Marketing for 5 years at EnCana and at Union Gas Limited for 10 years where he was responsible for securing natural gas to Ontario from all major supply basins in North America. Angelo is responsible for managing the Client Services team serving ECNG’s Industrial and Commercial Clients. He is the key contact for several large clients especially in an advisory role for their supply portfolio and asset optimization opportunities.
 

Ms. Hébert began her career in Toronto as a reporter for the regional newsroom of Radio-Canada in 1975 before moving on to Parliament Hill for Radio-Canada. She has served as parliamentary bureau chief for Le Devoir and La Presse. Ms. Hébert is a graduate of Glendon College, York University. She is a Senior Fellow of Massey College at the University of Toronto and holds honorary doctorates from Bishop’s,York University, the University of Western Ontario and Concordia University. She is a recipient of two Asia-Pacific media fellowships (Malaysia and Japan). She is the 2005 recipient of the APEX Public Service Award. In 2006, she received the Hy Solomon award for excellence in journalism and public policy, as well as York University’s Pinnacle Achievement Bryden Alumni award. Ms. Hébert’s second book titled The Morning After was published in September 2014. In 2014 she won a National Magazine Award (gold) for her political column in L’actualité. She is an officer of the Order of Canada.
 

Serge Imbrogno was appointed Deputy Minister of Energy, effective April 2, 2012. Serge has an extensive background in economic and electricity policy. Prior to his appointment, Serge was Assistant Deputy Minister of the Corporate and Electricity Finance Division in the Ontario Financing Authority since March 2008. He has been a member of the Board of Directors of the Ontario Electricity Financial Corporation since April 2008. Serge has also held senior positions at the Ministry of Finance, in the former ministries of Industry, Trade and Technology and Consumer and Commercial Relations and at the Regional Municipality of Hamilton-Wentworth. Serge has a BA (Honours) in economics and history from McMaster University and a Master of Arts in economics from the University of Western Ontario.
 

Velma McColl blends her deep understanding of business, government and policy to create opportunities for her clients. She works on a range of economic and social issues and specializes in energy, environment and green technologies. Prior to joining Earnscliffe in 2004, Velma advised Federal Cabinet Ministers on political strategy, policy and communications. She has also worked provincially in British Columbia and Alberta. Through her career, she has focused on Canada's competitiveness and innovation opportunities, climate change, energy, technology and sustainable development. She has worked to find creative solutions across federal/provincial/territorial, North American and international boundaries. Her career includes success as an entrepreneur and experience working collaboratively with business, academia, think tanks, not-for-profit organizations and the public sector. A Westerner with fifteen years of experience in Ottawa, Velma studied at the University of British Columbia and the Banff School of Management. She is a co-founder of the Canadian Clean Technology Coalition and Women in GR. She also plays a leadership role with several organizations including Sustainable Prosperity and the Ryan's Well Foundation.
 

Jamie Milner was appointed Vice President, Market Development & Customer Care in August 2013. In this role, he provides leadership for Enbridge Gas Distribution’s Customer Care, Market Development and Sales activities as well as Public and Government Affairs. Prior to his appointment, Mr. Milner was the utility’s Vice President, Pipeline Integrity & Engineering with responsibility for the integrity and reliability of the pipeline and distribution assets for the gas distribution business unit. Mr. Milner joined Enbridge over 30 years ago and has held progressively senior positions in corporate and regional operations since. He is currently based in Toronto. Mr. Milner is a member of the Board of Directors for Utilization Technology Development (UTD), a not-for-profit organization led by 16 utility members in North America. He is also past Chair of Ontario One Call’s Board of Directors. This not-for-profit organization is focused on preventing damages to buried infrastructure. Mr. Milner holds a bachelor of Applied Science in Civil Engineering from the University of Waterloo and has completed the Executive Management Program at Queen’s University. He is a member of the Professional Engineers of Ontario.
 

Ian Mondrow is a Partner, in Gowling WLG’s Toronto office, practising in the area of energy regulation and policy. Since being called to the Ontario Legal Bar in 1991, Ian has represented electricity generators, transmitters, distributors, energy retailers, energy services providers, electrical contractors, and natural gas and electricity consumers before the Ontario Energy Board, the Canadian National Energy Board and other Canadian regulatory forums. Ian advises on natural gas and electricity energy policy, regulatory policy, regulatory processes, rates and tariffs, and compliance and licensing. Prior to joining Gowling WLG, Ian practised at a prominent national firm, served as special advisor to the chair of the Ontario Energy Board, and was vice-president, government and regulatory affairs with a major integrated energy retail and solutions company.
 

Jennifer Passalent is the Regional Purchasing Manager of Industrial Products for ArcelorMittal, and leads a team that is responsible for sourcing consumable materials such as lubricants, lime, reagents and packaging used at ArcelorMittal steel plants in the USA and Canada. Since 2012 she has also been responsible for the purchase of Natural Gas at ArcelorMittal’s largest site in Canada – Dofasco. Ms. Passalent is a graduate of McMaster University with Honours Bachelor of Commerce and Master of Business Administration degrees.
 

André Plourde is Professor, Department of Economics and Dean, Faculty of Public Affairs, Carleton University. He has also held academic positions at the University of Toronto, the University of Ottawa, and the University of Alberta. In 1997-98, André was Director of Economic Studies and Policy Analysis with the federal Department of Finance. In 2003-04, he served as Associate Assistant Deputy Minister for the Energy sector at Natural Resources Canada. His research interests have centered mainly on energy economics and on Canadian energy and environmental policy issues.
 

Dave grew up near Peace River, Alberta. He received an Honours BSc in Chemistry, from the University of Alberta in 1972. He worked as Chief Organic Chemist with the Customs Laboratories in Revenue Canada until 1979. From 1979 to 1994, Mr. Podruzny worked with the federal industry department, participating in the Canada-U.S. Free Trade negotiations, in the GATT Uruguay Round negotiations, and as a member of Canada’s Energy and Petrochemical negotiating team during the North America Free Trade Negotiations. He served as Director in the Chemicals Branch at Industry Canada from 1990-1994 before joining the Chemistry Industry Association of Canada (CIAC). Dave is Vice-President, Business and Economics and is Secretary to the Board of Directors for CIAC. Mr. Podruzny is an avid jogger and downhill skier and enjoys building rock gardens. He and his wife, Faye, have two children and live near Ottawa, Canada.
 

Vincent Regnault was named Director, Gas Supply, for Gaz Métro in June 2015 where he had also been acting as Interim Director since November 2014. Before joining the Gas Supply Department, Vincent worked within the Legal Affairs Department where he and his team appeared on behalf of Gaz Metro before the Québec Energy Board, the Ontario Energy Board and the National Energy Board as well as in various Courts of Justice. Before joining Gaz Métro, Mr. Regnault practiced law from 1998 to 2008 with a major law firm in downtown Montreal. He was a member of the litigation team and as such, he executed mandates in various fields such as construction law, professional liability and regulatory law. Mr. Regnault is a member of the “Barreau du Québec” since 1998. Education and professional associations B. Duncan Rotherham is a vice president and director of ICF’s consulting operations in Canada. Since 1969, ICF’s 5,000 employees have been serving government, major corporations, and multilateral institutions from more than 70 offices worldwide. Over the last 19 years Mr. Rotherham has provided a wide range of energy and environmental services to both government (provincial and federal), industry and financial institutions. Of relevance to this panel he has been involved in the design, implementation and analytics related to carbon policy and energy markets around the world.
 

Dave Sawyer is a leading environmental economist with a twenty year track record in solving policy challenges for sustainable development. He is an accomplished advisor, author and communicator with experience working with government and industry in Canada and around the world. His diverse portfolio of work is focused on energy and climate change, air pollution, ecological goods and services, toxics, waste management and water. He applies his international experience and knowledge to assess regulatory proposals and policy instruments, estimate health and environmental benefits, and assess competitiveness impacts. He uses quantitative models and qualitative tools to help governments and industry to address strategic questions and weigh the trade-offs of policy options and scenarios designed to leverage investments for sustainability. He has held positions with Environment Canada, Canada's Commissioner of Environment and Sustainable Development and leading Canadian consultancies. Most recently, he was the International Institute for Sustainable Development’s vice-president for climate, energy and partnerships, leading a team of 20 adaptation and mitigation specialists working on low carbon, climate resilient development globally.
 

Tim Stringer is the Manager of TransCanada’s Commercial team located in Toronto, Ontario. His primary responsibilities include identifying and pursuing new gas supply and market opportunities in Eastern Canada and the U.S. Northeast, as well as managing the commercial relationships with TransCanada’s customers in these areas. Tim began his career with TransCanada PipeLines in Calgary in 1991. Since 1997 he has worked in TransCanada’s Commercial organization, where he has worked with end-use customers, local distribution companies and natural gas producers in Canada and the U.S. He has worked in TransCanada’s Toronto office since 2003.
 

Sarah Van Der Paelt is the Director of Distribution Business Development and Strategic Accounts for Union Gas Limited, Spectra Energy’s Ontario based natural gas storage, transmission and distribution company with more than 100 years of experience and service to it’s 1.4 million customers. Sarah and her team of Sales and Business Development Managers are responsible for growing natural gas throughput in the Ontario industrial and power markets for Union Gas. Most recently her efforts have been focused on understanding the opportunities and challenges presented in a cap and trade environment. Sarah has been working for Union Gas for 25 years in a variety of roles including Manager of Product Development, Director of Accounting Services, Director of Energy Conservation and Director of Commercial/Industrial Sales and Marketing. She has a Bachelor of Commerce and an MBA from the University of Windsor and holds the CPA designation.
 

John Voss is the founder and President of Aegent Energy Advisors Inc., a consulting firm providing independent advice and support services to more than 80 large volume users of natural gas and electricity. Aegent assists clients to reduce the costs, manage the risks, and resolve the complexities of their energy procurement. Aegent serves a variety of large industrial, commercial and institutional gas buyers, district energy systems and power generators. Over a career of more than 30 years, John has worked in engineering, strategic planning, commodity procurement and risk management in the energy sector in Toronto and Calgary. John holds a Bachelor of Applied Science degree in chemical engineering from the University of Toronto and an M.B.A. from York University. He is a Professional Engineer in Ontario and holds a Chartered Director designation. John is a past chair of the Energy Markets Committee of the Ontario Energy Association. He is a frequent speaker at industry conferences on energy markets and risk management concepts and practices.
 

Andrew Welburn was appointed Manager Gas Supply and Strategy in November 2014. In this role he is responsible for determining the supply, transportation, and storage assets that are required to provide safe and reliable natural gas distribution services to over 2 million customers in the Enbridge Gas Distribution franchise. Andrew has been a part of Enbridge for 20 years in a variety of roles including Supervisor Pipeline Inspection, Supervisor Gas Control, Manager Transactional Services, Manager Contract Support and Compliance, Manager Operations Performance Reporting, and Manager Upstream Business Partners. He holds bachelor of Applied Science in Civil Engineering from the University of Waterloo and is a member of the Professional Engineers of Ontario.
