Biographies

Chris Bloomer
Chris Bloomer has over 30 years of experience across a range of upstream, downstream, domestic and international energy businesses. He began his career at Shell Canada and moved with increasing responsibility from exploration and production to economics and corporate planning, oil sands development and operations, pipelines and oil and NGL marketing. Following his tenure at Shell, he was Senior Vice President and Chief Operating Officer of Castle Energy where he was responsible for the Canadian crude oil marketing business and US exploration, natural gas production and pipeline operations. Subsequently, he was a Founder, President and Chief Operating Officer at Talon Resources Ltd., a Latin American-focused midstream/pipeline project development and crude oil marketing company. Chris then went on to spend ten years as a senior executive with Petrobank Energy & Resources, providing leadership throughout a period of significant corporate evolution for the company. Here he held the roles of Vice President Heavy Oil, Chief Financial Officer and Senior Vice President and Chief Operating Officer and Director. Immediately prior to joining CEPA, he was Chief Executive Officer and Director at Connacher Oil and Gas Ltd. Throughout his career, pipelines have been an integral aspect of all his business activities in Canada, the United States and Latin America, involving operation of existing pipelines and pioneering new pipelines and access to new markets for both oil and natural gas. Mr. Bloomer has a degree in Geoscience from the University of Toronto, has served on several public and private Canadian energy company boards and is a member of The Association of Professional Engineers and Geoscientists of Alberta (APEGA).
 
Kosta Christopher
Kosta is a member of the Human Capital Consulting team with Deloitte's Calgary office. He has over three years of consulting experience and has primarily served clients within the energy and resources industry. His areas of experience include workforce planning, workforce analytics, enterprise content management, and business process management. He is a graduate of Carleton University's Mechanical Engineering program. Kosta has developed workforce planning and analytics models for multiple organizations within Canada and internationally. He was most recently involved in the development of workforce models for the Mexican Ministry of Energy focusing on the oil and gas, renewable energy, and sustainable energy industries within Mexico.
 
Dave Coffin
Dave Coffin is currently the Vice President of Sales and Marketing for Evraz Inc NA. He is responsible for sales of all of Evraz’s mills that produce pipe for oil and gas transmission. Dave started with Evraz (Napa Pipe) in 1996 as an inside sales representative and has held various sales roles within Evraz over the last 21 years. He has been instrumental in the growth of Evraz from a 350 million annual sales company in 1994 to over 4.5 billion in 2015. He is currently the chair of the INGAA quality sub-committee and will assume the chair role of the INGAA Safety and Quality committee in June of 2016. He is currently the Vice Chair of the CEPA foundation and will assume the Chair position at the end of 2016. He is an active board member of both INGAA and CEPA. Dave holds a business degree as well as an MBA from Azusa Pacific University and also completed an executive education program at the Moscow School of Business in Moscow Russia. Dave lives in Chicago with his wife Jill and two daughters Natalie and Avery. They are also expecting a baby boy any day now so if he has to leave in a hurry you know where he is going. Dave is an avid hunter and fisherman and has traveled all over the world to crazy places including the Amazon, Africa, Alaska and eastern Russia. If you need to hear a story about kidnappings in the Amazon or medical procedures done on the sides of rivers just ask him.
 
Stavros Demetriou
Stavros is a Senior Manager in the Human Capital Consulting practice of Deloitte Canada. Stavros leads the Workforce Analytics and Planning practice for Deloitte Canada and is part of Deloitte’s global Strategic Workforce Planning leadership team. Stavros brings more than 12 years of Human Capital experience in consulting and industry roles. Stavros led a number of strategic business and HR transformation engagements with various energy and public sector organizations in the Americas and Europe. Stavros has recently co-led an international team in advising the Mexican Ministry of Energy to develop a Human Capital Development Strategy for the energy sector by creating a deep understanding of the talent required to meet the growing workforce demand as a result of the recent energy reform. Before joining Deloitte in August 2010, Stavros was a Manager in the Human Resource Services practice of PricewaterhouseCoopers in Europe, where he worked for close to 6 years. Stavros holds a Bachelor’s degree in Economic Studies and a Master’s degree in Human Resource Management, both from the University of Manchester in the UK.
 
Premier Brian Gallant
Brian Gallant was born in Shediac Bridge, New Brunswick. His father, Pierre, is the youngest of seven children and a proud Acadian. His mother, Marilyn (née Scholten), is one of 17 siblings born to Dutch immigrants, Alex and Maria Scholten, who arrived in New Brunswick from the Netherlands in the 1950s. He has two siblings: a sister, Melissa, and a brother, Pierre. During his early years, Mr. Gallant received his education at various schools throughout the province and graduated from Polyvalente Louis-J.-Robichaud, in Shediac. Determined to pursue a postsecondary education, he started and operated two small companies, through which he was able to pay for his attendance at university. He received a Bachelor in Business Administration with a concentration in finance and a Bachelor of Law degree from the Université de Moncton. He also received a Masters in Law degree from McGill University. Mr. Gallant practised law with the firm Stewart McKelvey in the areas of corporate and commercial law. He later joined the Veritas Law firm in Dieppe as a partner. Mr. Gallant was elected Leader of the New Brunswick Liberal Party on October 27, 2012. He was elected to represent the riding of Kent as a Liberal Member of the Legislative Assembly on April 15, 2013. Mr. Gallant was sworn in on April 30, 2013, and became Leader of the Official Opposition. He was subsequently elected to represent the riding of Shediac Bay-Dieppe on September 22, 2014, and was sworn in as Premier of New Brunswick, President of the Executive Council, Chairman of the New Brunswick Jobs Board, and Minister responsible for Innovation, Intergovernmental Affairs, Women’s Equality and Rural Affairs on October 7, 2014.
 
Jac Hoppenbrouwers
Jac is a Manager in Deloitte’s Human Capital Consulting practice, and the operations lead for Workforce Analytics and Planning in Canada. He is also part of Deloitte’s global Strategic Workforce Planning team, bringing over a decade of talent management, strategy and workforce planning experience. Areas of experience and expertise include: workforce planning and analytics, labour market analysis, competency modeling, compensation strategy, and the overall talent management lifecycle. Jac has also led several WFP engagements with large national and international energy and resources clients, including pipeline organizations. These projects have focused on identifying critical talent segments, both nationally and internationally, as well as developing appropriate strategies, interventions, and practices and processes to address current and future talent needs. Before joining Deloitte in 2010, Jac worked in talent management roles in both the public and private sectors. He holds undergraduate degrees in Business and Kinesiology, as well as a Master of Business Administration degree with specializations in Human Resources and Organizational Dynamics and Project Management.
 
Tran Mah-Paulson
Tran Mah-Paulson is the President of the Young Pipeliners Association of Canada (YPAC) and a Senior Engineer with T.D. Williamson, Inc (TDW). With YPAC, Tran leads a team to ensure the sustainable future of the Canadian pipeline industry through enabling and enhancing the career development of young pipeliners. Furthermore, Tran is a board member of the ASME Early Career Liaison Committee (ECLC) as well as Young Pipeliners International (YPI). In the past, he has been the YPAC Edmonton Chair and American Welding Society (AWS) Alberta Publicity Chair. With TDW, Tran has over six years in engineering roles with increasing responsibility which has led him to global development of the welding services program to countries including, Belgium, Canada, India, Singapore, Thailand, UAE, United States as well as the project management and engineering program in Canada. Tran earned a Bachelor of Science in Civil Engineering from the University of Alberta. He is also a Professional Engineer with APEGA, Project Management Professional with Project Management Institute (PMI) and Certified Welding Inspector with Canadian Welding Bureau (CWB). Tran has been an active member of the CEPA Foundation Employee Attraction and Retention work group.
 
Kim McCaig
Kim has been in the Executive Director role with the CEPA Foundation for the last three years and this is an organization that brings together the entire Canadian Pipeline Industry in a forum dedicated to innovation and implementation of practices in order to exceed society’s expectations with respect to safety, quality, environmental stewardship, and social responsibility. Mr. McCaig has worked within the pipeline transmission Industry since 1974 in the areas of field operations as well as operational strategy, policy development and project management. Mr. McCaig has been a highly engaged member of the various communities in which he has lived. He is a past national president of the Kinsmen & Kinette Association of Canada, and a past member of the Board of Governors for Nipissing University. He has facilitated Board Governance Training through the Alberta Government Volunteer for Not for Profit Board Development Program. He also facilitates Board Development activities through CentrePoint Non-Profit Management as a volunteer. Mr. McCaig holds a Masters of Business Administration (MBA) from Queens University and is a life member of the Kinsmen & Kinette Organization of Canada.
 
Krista Ross
Krista Ross is CEO of the Fredericton Chamber of Commerce, a position she has held since September of 2011. A business executive with over 25 years of results driven experience in industries ranging from association management, to printing and communications, to real estate management. She has been a successful entrepreneur, business owner and mentor in Fredericton, co-owning an award winning printing franchise for 14 years. Krista is a skilled negotiator, community builder and collaborator, & economic development driver. Prior to owning her own business, she held the position of General Manager of the Fredericton Chamber from 1989 to 1997. Krista lives in Fredericton with her 10 year old daughter Rachel.
 
Larry Shaw
As CEO of Ignite Fredericton and Knowledge Park Larry Shaw leads a passionate team focused on economic development and strategic growth initiatives for the Fredericton Region. His career has included senior leadership roles in global corporations as well as entrepreneurial start-up companies in Canada, US, Europe, and Central America. Additionally as President of the Association of University Research Parks (AURP) he is involved both nationally and internationally in maximizing economic development through commercialization of innovation and expansion within research parks. On a mission to be the Start-Up Capital and leveraging collaboration with partners and stakeholders Larry’s team drive special initiatives such as the Start-Up Task Force, Natural Resources Task Force, and Planet Hatch entrepreneurial start up programs.
 
Patrick Smyth
Patrick Smyth is vice president of safety and engineering at the Canadian Energy Pipeline Association (CEPA) where he and his team work with industry partners to enhance industry performance and reputation. Prior to joining CEPA in September 2014, Patrick spent seven years in an executive leadership role with Canada’s National Energy Board and eight years in various roles with the province of British Columbia where he split his time between the Ministry of Energy and Mines and Oil and Gas Commission. During his time with the B.C. Public Service, Patrick was instrumental in defining and executing the province’s oil and gas development strategy. Patrick began his career in the trades and progressed into a quality assurance role obtaining certification in both Canada and the United States in welding inspection and non-destructive examination. With a passion for life-long learning, he has earned a diploma of technology from the British Columbia Institute of Technology, and a BComm and MBA from Royal Roads University. He is a passionate safety professional holding designation as a Canadian Registered Safety Professional and a deep interest in advancing safety culture within the Canadian pipeline industry.
 
Mike Sullivan
Mike Sullivan is the President of Alberta One-Call Corporation and Executive Director of the Canadian Common Ground Alliance. Mike's damage prevention experience stems from a 25 year career with Canada’s federal transmission pipeline regulator, the National Energy Board, Alliance Pipeline Ltd. and more recently as Vice-President and General Manager with HMA Land Services Ltd. In 2011, Mike took over as President of Alberta One-Call - Canada's first provincial One-Call system annually processing over 450,000 locate requests and 2 million notifications for over 850 members. As Executive Director of the CCGA, and a member of the Common Ground Alliance's Board of Directors, Mike represents the collective voice of damage prevention in Canada.
 
Shaun Thorson
Shaun Thorson, Chief Executive Officer of Skills/Compétences Canada is a tireless champion of skilled trades and technology careers for Canadian youth. CEO since 2006, Shaun has held various positions within the Skills/Compétences Canada organization at the provincial and national levels for the past 20 years.

Shaun recognizes the vital role of a strong and vibrant skilled trades & technology workforce in maintaining Canada’s global economic leadership and fosters engagement with thought-leaders to ensure best practices and positioning.  Known for the annual Skills Canada National Competition, Skills Canada is also member of WorldSkills.  Within this international body Shaun has chaired the Sustainability Initiatives, Quality Assurance Management Council, the WorldSkills Americas Technical Committee and was Canada's WorldSkills Technical Delegate from 2006- 2013.  

Shaun is also currently the Board Chair of the Canadian Welding Association Foundation (CWAF) and Chairs the WorldSkills, CEO-National Skills Organization Committee.
 
Kent Wilfur
Kent Wilfur is vice president of project execution for Spectra Energy Transmission’s operations in Western Canada. In this role, he oversees engineering, project management and construction for all major capital expansion projects, including the Canadian LNG and Spectra Energy Liquids business groups. Wilfur has close to 25 years of industry experience in engineering, supply chain and project development. He first joined Westcoast Energy in 1991, moving through several engineering positions, before transitioning to supply chain management in 1999. In 2005, Wilfur moved to Houston, Texas, to serve as general manager of project development and asset planning. From 2009 to 2012, he led an enterprise-wide supply chain transformation effort for Spectra Energy. Prior to his current role, Wilfur held the title of general manager, projects. His responsibilities included project management for major expansion projects in Western Canada, as well as overseeing project development and project control teams. Wilfur earned a Bachelor of Applied Science in Mechanical Engineering from the University of British Columbia, and also holds a Master of Business Administration from the University of Western Ontario. He is a member of the Canadian Energy Pipeline Association and a Board member of the Canadian Energy Pipeline Association Foundation.
