As a former US Department of Labor Employment and Training Administration (ETA) professional, Ed Donahue had primary responsibility for the development of policy guidance on the Workforce Investment Act (WIA) program, the WIA administrative regulations, its financial reporting system as well as the resource sharing and cost allocation guidance for the WIA One-Stop system. He was responsible for the development and training on all financial and grants management requirements for all of ETA’s grant programs. He also led the Audit Resolution and Closeout for all ETA grants and contracts. Ed retired from the USDOL in 2008 after 38 years of federal service, and is a consultant for financial matters and issues.
