Earl P.
Steinberg, M.D., M.P.P. is
a nationally known expert in evaluation and improvement of the quality and
efficiency of health care.He currently
is CEO of xG Health Solutions. From 2011 to 2015, Dr. Steinberg was Executive
Vice President of Innovation and Dissemination at Geisinger. Prior to joining
Geisinger, Dr. Steinberg, was Sr. VP for Clinical Strategy, Quality &
Outcomes at WellPoint, Inc. and President and CEO of Resolution Health Inc.
(RHI), a leading health care data analysis company that provides innovative
quality improvement and cost reduction services to health plans, employers,
PBMs and disease management companies.Prior to joining RHI, Dr. Steinberg spent six years as Vice President of
Covance Health Economics and Outcomes Services Inc., Director of its Quality
Assessment and Improvement Systems (QAIS) Division, and Co-Director of its
Outcomes Studies Group (OSG), 12 years on the full-time faculty at Johns
Hopkins University, where he was Professor of Medicine and of Health Policy and
Management and Director of The Johns Hopkins Program for Medical Technology and
Practice Assessment, four years on the Federal Physician Payment Review
Commission (PPRC) and 20 years as a member of Blue Cross/Blue Shield

Carla Smith,
MSN, RNC is the Manager of Bundled Payments for Care Initiative, for St. Bernards
Medical Center, is a registered nurse that has 25 years of progressively responsible
experience working both directly and indirectly with various patient
populations within the St. Bernards Healthcare Center.
St.
Bernards Medical Center is licensed for 438 beds and has been serving residents
of the region for well over a century. The bundled payment initiative is a part
of a very progressive population health program offered by St. Bernards that
allows Carla to work within the hospital system using actionable data to reduce
care variances, implement evidence based care redesign for acute and post-acute
care and provide case management and care transition expertise for selected
populations.
Carla
has been managing the bundled payment program since 2015 and prior to this
spent 13 years serving as the nurse manager and case manager of the area’s
first Senior Health Clinic staffed exclusively by geriatricians. She received
her gerentological nurse certification in early 2002. | | | Stacey Eccleston Director, Payment Innovation Solutions Altarum
Ms. Eccleston
is the Director, Payment Innovation Solutions for Altarum's Center for Value in
Health Care, formerly HCI3, where she is responsible for management and
oversight of the Institute’s ECR analytic and bundled payment implementations
as well as the Bridges to Excellence programs. Ms. Eccleston has more than 25
years experience in analyzing health care data and deriving solutions to
improve the efficiency and quality of health care delivery systems.
Prior to joining Altarum, Ms. Eccleston was the assistant
commissioner for Health Research and Policy at the Massachusetts Division of
Health Care Finance and Policy where she was responsible for providing
strategic leadership to provide high-quality, objective analysis on various
issues related to health care in the Commonwealth. | |
