Dr Chris Payne (Chair)

Chris is passionate about ITS Group and how, through the talented people of ITS, provide an excellent workforce development service for employers and the best experience in developing careers for individuals. Chris has worked in the post 16 training & education sector for more than 30 years, for Colleges, independent training providers and government agencies. Chris’s career includes leading national training companies and operated his own business since 2001 providing an interim senior management and leadership service for training and education organisations; all of which has been underpinned by a personal commitment to lifelong learning. Probably best known for his strategic work and work based training (regionally and nationally) and as a successful leader continues to offer breadth & depth of knowledge & experience in the ever-evolving world of post 16 training & education.

Stella Turner

Head of Qualifications and Delivery
Association of Employment and Learning Providers


Stella is responsible for keeping a ‘watching brief’ on matters related to qualifications and curriculum development. She represents AELP on groups such as the Skills Funding Agency’s Qualifications Approvals and Governance Group and the BIS Vocational Qualifications Forum plus various Awarding Organisation Consultative Committees.
 
Since joining AELP Stella has managed a number of projects, including work related to the Qualification Credit Framework (QCF) Readiness Programme, Functional Skills Support, Unit Delivery Trials, the review of FE Teaching and Training Qualifications and the promotion of Higher Level Skills. More recently she has taken on responsibility for overseeing and managing work allocations within AELP’s delivery team. Stella has always worked in the education and training sector and has over 10 years experience of working for a work based learning provider.
 
As a Senior Training Manager for a large training provider in Bristol, she was responsible for a team of ten, overseeing and contributing to the design and delivery of a range of both government funded and commercial programmes including IT courses, Apprenticeships and NVQs in a variety of occupational areas. Prior to joining AELP Stella worked for the Awarding Body OCR as a Customer Support Manager. 

Mark Rayner

Degree Apprenticeship Development Manager
Sheffield Hallam University
Mark’s current role is to support the development of degree apprenticeship provision at Sheffield Hallam University. This includes working with a wide range of partners, such as the local LEP and FE colleges, to help ensure future provision meets projected employer job growth and skills demand within the region, and enabling the development of progression pathways for apprenticeships from levels 2-7 within key sectors. Mark was previously a Senior Manager at the UK Commission for Employment and Skills managing the UK National Occupational Standards programme and a portfolio of Employer Leadership Pilot projects. Prior to that Mark has worked in both public and private training organisations, including the Sector Skills Development Agency, Sheffield Chamber of Commerce, Community Training Services and Sheffield Training and Enterprise Council.

Mandy Crawford-Lee

Senior Associate
UVAC

Mandy has a strong track record of managing national and strategically important projects in vocational education and skills, including the successful Higher Apprenticeship programme and £25m investment in new framework creation on behalf of the National Apprenticeship Service. She led the national policy development for growth in Higher Apprenticeships with DBIS and collaborated with DfE on pathways to apprenticeships from schools. Having led the consultation and revision to the Specification of Apprenticeship Standards in England (SASE) which introduced the criteria for provision at levels 6 and 7 that became the precursor to the introduction of Degree Apprenticeships, Mandy is a passionate champion and advocate for Apprenticeships that create gateways to the professions, support social mobility and widen access to higher level learning and skills.
Mandy is a Senior Associate with the University Vocational Awards Council, which is a not-for-profit organisation set up in 1999 by the higher and further education sector. UVAC provide an independent voice for its membership of approximately 60, including universities, colleges, awarding bodies, overseas institutions, Sector Skills Councils and individuals on matters relating to higher level vocational learning. She is also a Senior Associate with the Strategic Development Network, a team of specialists in the learning and skills sectors that has been heavily involved with the Apprenticeship reforms since the first trailblazers were initiated. SDN’s work has followed the expansion of the Standards with employers, providers (including in HE) and many of the supporting organisations as they have developed and are now implementing the reforms. 

Sian Owen

Siân Owen is responsible for looking at the impact of policy and funding change on provision to ensure Pearson and providers are able to respond to the changing policy and funding landscape. She produces Funding News (a regular round-up of 16-18, 19+, apprenticeship FE loan funding, and related news) and Funding Focus (which provide quick summaries of particular aspects of the funding system).
