Faculty Biographies
Joel Denomy
Joel’s career in the natural gas industry spans over 12 years, all with EGD. He began his career as an economist and for several years worked on developing economic and natural gas demand forecasting models and on cost of capital matters. He has been involved with the development of corporate strategy for EGD and prior to his current appointment he spent four years developing gas supply plans and gas supply strategy in addition to being responsible for upstream regulatory matters. Since beginning his career with EGD, Joel has been involved in various aspects of the regulatory process and most recently joined the Regulatory Affairs department at EGD as Manager, Regulatory Applications. Joel earned the right to use the CFA designation in 2006 and holds a Bachelors and Masters degree in economics focusing on econometrics and finance. In his spare time he enjoys spending time with his family, playing hockey and when possible honing his golf game.
 
Kelly R. Derksen
Kelly is the Manager, Cost of Service, in the Rates and Regulatory Affairs group at Manitoba Hydro. In her current role, Kelly leads the preparation of the Corporation’s Cost of Service Studies (by Class) for both Electric and Natural Gas operations, rate policy and rates, as well as related regulatory strategy. She has spent the last several years heavily focused on the review and development of Cost of Service methodology related to Manitoba Hydro’s electric operations, the public review of which occurred during 2016 and which culminated in the issuance of an Order of the Provincial Regulator recently. Kelly has been involved in Utility Regulation and Ratemaking for more than 20 years. She has appeared as a witness before the Manitoba Public Utilities Board and has presented at conferences, courses, and to stakeholders on numerous occasions. She holds a Bachelor of Science Degree in Chemistry and Mathematics and is a Chartered Professional Accountant (Certified Management Accountant). In her spare time, she enjoys spending time with her family, especially her young daughter who aspires to be a veterinarian, dentist or “you-tuber”.
 
Bryan Gormley
Bryan Gormley is the Director of Policy, Economics and Information at the Canadian Gas Association (CGA) and is responsible for the areas of economic policy and regulation of the natural gas distribution industry in Canada. Prior to joining CGA in 2003 Mr. Gormley worked for ten years as the Director of Market Risk and Economic Analysis with Export Development Canada and for six years as a Research Associate at the Conference Board of Canada. Mr. Gormley has a Masters Degree in Economics from the University of Western Ontario and a BA in Economics from Carleton University.
 
Richard Gosselin
Richard Gosselin is Manager of Cost of Service in the Regulatory Affairs group at FortisBC Energy Inc. In Richard’s current role he manages the preparation of financial analysis for the Company’s applications for revenue requirements, annual reviews, CPCN’s, and cost of service studies as well as other matters before the British Columbia Utilities Commission. Richard has six years in the natural gas industry with FortisBC Energy Inc. in both financial planning and regulatory roles. He has presented at workshops and participated in streamlined review processes. Prior to his career with FortisBC Energy Inc. Richard spent ten years in the forest products Industry primarily leading capital execution and financial process initiatives. Richard holds an Associate Degree in Financial Management from the British Columbia Institute of Technology. In his spare time he enjoys spending time with his family, hiking and mountain biking.
 
Anton Kacicnik
Anton Kacicnik is Manager, Rates at Enbridge Gas Distribution (EGD), Toronto, Ontario. Anton’s career in the natural gas industry spans more than 20 years. He has seven years of experience in natural gas distribution from system construction and operation, corrosion prevention, and pipeline integrity to technology development and gas utilization applications. He has expertise in program development and economic (benefit-cost) analysis. Anton has acquired 13 years of industry experience in regulatory processes, stakeholder relations, cost allocation and rate design, in the Regulatory Affairs department at EGD. He has presented various gas distribution topics at major industry conferences and has published articles in leading industry publications. Anton is a professional engineer and a member of the Professional Engineers of Ontario. In his spare time, he enjoys travel, nature, wildlife, and golf.
 
Doug Larder
Doug Larder is the Alberta Utilities Commission’s General Counsel and Executive Director of the Law Division. His primary responsibility is to ensure that the Commission receives sound legal advice and representation in all areas of the Commission’s operations. Mr. Larder joined the Commission’s predecessor, the Alberta Energy and Utility Board (EUB) in 1997 and acted on its behalf in major public hearings related to oil and gas and electric facilities, resource disputes, utility rate-making matters and court challenges. Mr. Larder was appointed General Counsel of the EUB in 2004 and continued in that capacity with the Alberta Utilities Commission when it was created in 2008. Prior to 1997 Mr. Larder was a litigator practicing in Calgary, Alberta.
