Dr. Abdulla Saeed Esmaeel S. J. AAl Ali

Dr. Abdulla is a Consultant Geriatrician in Zayed Military Hospital. He is also the Director of the Internal Medicine Residency Program, since 2014. He completed his undergraduate course from the Faculty of Medicine and Health Sciences (FMHS) with MBBS degree in July 2002. He is American & Canadian board certified in Internal & Geriatric Medicine.

His goal is to introduce the correct concept of Geriatric Medicine specialty to the different health care workers and stakeholders. He wants to improve the care of elderly population in UAE in order to keep them functioning in their community. He is also aiming to establish different services in the hospitals and community aiming to provide comprehensive care for UAE elderly. He is a member of outreach care steering committee which is one of Sheikh Mohammed Bin Rashid initiatives.

 
Elvira B. Sibayan

Ms. Elvira is a highly motivated and dedicated Nurse Team Leader of Infinity Home Care with over 11 years of experience in Healthcare Services and 2 years of experience as NCLEX Lecturer. She obtained her Bachelor of Science in Nursing and worked as a REGISTERED NURSE in a Government Hospital in Manila for 5 years (Dr. Jose Fabella Memorial Hospital). She also studied Midwifery, which garnered her 10th place in the National Board Exam. She is also a USRN License and became one of the lecturers of National Licensure Examination (NCLEX – RN) for 2 years.  She also worked at Rakuwakai Otowa Hospital in Kyoto, Japan for 4 years in a Long Term Care and Rehabilitation Ward where she gained expertise in Chronic Disease Management, Wound Care, and Geriatrics. Her professional experience and training is a massive contribution to her role as one of the Nurse Team Leaders of Infinity Home Care.

 
Elizabeth P. Pagatpatan
Lead Physiotherapist

Ms. Elizabeth obtained her BSc Physical Therapy and has over 15 years of experience in the field. She worked at King Faisal Specialist Hospital and Research Center Saudi Arabia in 2004 - 2009 and Sheikh Khalifa Medical City, UAE in 2009 - 2016 before she joined Infinity Home Care in April 2016. All throughout her career, she gained extensive expertise in handling geriatric, pediatric, orthopedic and neurological cases. Ms. Elizabeth attended a seminar for Palliative Care patients in January 2016 and undergone vast training and certification in Rehabilitation Assessment – Functional Independence Measure (FIM) System.

 
Dr. Sabahat Wasti
Medical Director

Dr. Wasti joined Cambridge Medical & Rehbilitation Center in 2014 as a Consultant Physician in Physical Medicine and Rehabilitation. In this capacity he is responsible for the oversight and care of our patients receiving rehabilitative therapies as well as at our partner companies Manzil Health Care Services and ProVita International Medical Center. He is widely experienced in medical rehabilitation with a special interest in neurorehabilitation. He has vast experience in the management of complications of acquired brain injury such as spasticity, motor impairments, and cognitive problems including memory deficits, fatigue and neurogenic pain. Additionally, he brings an impressive track record and experience in establishing acquired brain injury rehabilitation programs to Cambridge Medical & Rehabilitation Center. Dr. Wasti is also focusing on long-term management of complex neurological disability including developmental disability of the childhood. Additional areas of interest include biomechanics, posture, seating and new technologies in rehabilitation. 

He has experience in environmental control systems and emerging robotic therapies. He currently serves as Gulf Area Vice President of World Federation of Neurorehabilitation (WFNR) and as Secretary of the Ethics Special Interest Group of the WFNR. He has served as Rehabilitation Representative on the National Guideline Development group for Multiple Sclerosis in the UK and acts as reviewer for international peer publication neurorehabilitation journal. Prior to his current tenure, Dr. Wasti consulted SKMC in Rehabilitation Medicine and spent 9 years of his professional career at Sheffield Teaching Hospital Trust.

Dr. Wasti received his Bachelor’s degree in Medicine from Khyber Medical College Peshawar Pakistan. He did his Postgraduate training in the United Kingdom and Ireland. He became Member of the Royal College of Physicians of Ireland in 1992. He completed his training in Rehabilitation in the United Kingdom in 1998.

 
Joanna Marie G. Galasinao

Joanna Marie is a Filipino born citizen, with 9 years of experience as registered nurse in several fields of expertise. She is currently employed as a Staff Nurse at Manzil Home healthcare services for more than two years now, and with her strong desire to pursue her professional growth and interest, she had undergone an extensive training in the field of Diabetes care and management and enrolled a Diabetes Educator Training course at Imperial College of London Diabetes Center.

She was also appointed as Diabetes Link Nurse Leader for more than a year now with a wide array of responsibilities to take a leadership role in diabetes quality improvement activities within the facility which includes and not limited to staff development, continuing education programs and competency validation at Manzil for clinical staff, patient assessment, education and implementation of diabetes protocol, guidelines and policies.

 
Dr. Ludmilla F. Wikkeling Scott

Dr. Ludmilla F. Wikkeling Scott is currently an Assistant Professor in the College of Natural and Health Sciences (formerly known as the Department of Natural Science and Public Health) at Zayed University, Abu Dhabi, UAE. She also participates in accreditation activities for the Public Health and Nutrition Program, and plays and active role in the ongoing curriculum review and structuring of program- and course-learning outcomes. Her current research focuses on Health Literacy in Young Adults in the UAE, where chronic disease prevalence is increasing at alarming rates. Dr. Scott recently co-authored a study on tobacco use among female Emirates, in collaboration with the Public Health Research Center at NYU Abu Dhabi.

Dr. Scott’s areas of expertise are public health and policy development. She served as Health Legislative Assistant in the U.S. House of Representatives and as Commissioner for the Governor of Maryland, focusing on access to care. After completion of her Doctor of Public Health, she joined her academic advisor at her Alma Mater to teach graduate public health students and provided internships through her consulting firm to guide students in research methods. As policy associate for the National Minority AIDS Council in Washington, D.C., she trained more than 100 community-based organizations in the areas of leadership, government relations and policy, program development, and communication. Dr. Scott led a program to evaluate mental health resources in Caribbean communities in the State of Maryland, served as Commissioner to the Governor of Maryland, and served as a reviewer for federal grant applications in the area of HIV and Substance Use. She has also led a telehealth pilot project in her home country of Suriname, funded by the Inter-American Development Bank, named Suriname Telehealth Exchange Project. She was honored to be assigned to the Senatorial and Presidential Campaigns of President Barack Obama, during her tenure on Capitol Hill.  Dr. Scott received a Bachelor of Science in Physiology from San Francisco State University, a Master of Public Health and a Doctor of Public Health from Morgan State University.
 
Jihan Mohamed El Hadad

Sheikh Khalifa Medical City (SKMC)

Jihan El Hadad is a unit manager for Home care department in Sheikh Khalifa Medical City. She is a registered nurse with Bsc nursing and a Post Graduate Diploma in wound care (IIWCC) International Interdisciplinary Wound Care with collaboration from University of Toronto March 2013. Jihan is studying MSc in health care administration.

Jihan has participated in research project about Determine Caregivers in the Community Caring for the Chronic Bedridden patient awareness of patient risk for Pressure Ulcer development and determined the availability of Pressure Relieving Equipment resources on 2012 and developed joining with wound care team education awareness for community caregivers on pressure ulcer prevention in 2013 and 2014. Jihan is involved with Masoul team under patient experience department especially for home care patients. Jihan says, “I love what I do in serving community and developing better understanding and awareness about home care responsibilities in the community sitting”.

 
Enas Khalil Ibrahim Abu Tammam

Enas is a Senior Case Coordinator in Tawam Hospital since 2013. She completed her bachelor’s degree in Nursing Science from Jordan University of Science and Technology (JUST) in 2002. She worked in King Abdullah University Hospital –Jordan (KAUH) in Adult and Pediatric Intensive Care Unit, as a charge nurse. She joined Tawam Hospital in 2004 as a Critical Care Nurse. 

 
Dr.Amer Alata
Medical Director

Dr. Alata was born and raised in this part of the world. At an early age he moved to the U.S.A. where he completed his High School, and University education at the University of Michigan - Dearborn. He graduated with High Distinction with a major in Psychology and a minor in Philosophy. After his graduation he enrolled at Ross University School of Medicine where he completed his Doctor of Medicine degree. He was involved in multiple research projects involving the impact of Paw Paw tea on lowering blood pressure, the impact of nicotine on post-op ileus, and the correlation between Asthma and obesity in a Hispanic population.

His career focus was on medical education. He held the position of Medical Programs Director at a private institution for 4 years. He also held other positions including Medical Practice Manager for a chain of successful primary care outpatient centers.

He is a member of the American Heart Association and American Stroke Association, as well as the Council on Cardiopulmonary, Critical Care, Perioperative and Resuscitation.

 
Dr. Shalini Selvaraj

Sheikh Khalifa Medical City, Abu Dhabi, UAE

Dr. Selvaraj works in the busy Home Care department of the SKMC. Her post initially included working at Rowdah clinic three days a week and the remaining two days at Home Care. She thoroughly enjoyed the varied and sometimes challenging consultations at the clinic. Her experience in gynecology meant that she was sent referrals from other clinics for management of menorrhagia, infertility, pelvic pain, contraception and urogynaecology.

Following the move of the community clinics to the AHS, the Home Care Department remained under SKMC. She continued as the only female physician in Home Care and deal with chronic disease management as well as gynecological problems, mainly in elderly women.

Within the Home Care Department she attended the monthly palliative meetings and involved with teaching the residents of Family Medicine and Internal Medicine during their Home Care posting.

Dr. Selvaraj has trained and worked in busy, paperless, inner city practices in Manchester which has helped with improving her skills in general practice. She has worked as Clinical Lead for anticoagulation for Manchester and successfully set up a city-wide community anticoagulation service in 2011. She participates in regular annual appraisals with the Manchester PCT and has been revalidated by the GMC till 12.06.2019. Having worked in busy District General Hospitals in the UK and abroad she has gained useful clinical and teaching experience in Obstetrics and Gynecology. It was while working as a Gynecologist in Abu Dhabi that she realized the impact of General Practice in her specialized field. 

 
Mariam Hasan

Ms. Hasan is the founding Director for Enayati. Prior to Enayati she was the Regional Manager for InterHealth Canada, having established a full-time office in Riyadh in 2012. She relocated to Saudi Arabia to support the growth strategy in the Middle East Region after serving as Director of Planning for more than 5 years. She has served as Finance Director, Canadian Business Council in Dubai, for a three year term and has initiated and delivered fiscal strategy to secure long term commitment. Ms. Hasan completed her MBA from McMaster University Health Services Management with a previous 10-year nursing history in Burns/Trauma, Critical Care, and Long Term Care.
 
Martin Ducharme

Martin Ducharme is the Business Unit Director of Accreditation Canada International (ACI) – an organization that provides accreditation, advisory and education services to health care organizations and home care agencies across the globe. He is responsible for ACI’s strategic operations and account management globally. By focusing on leadership, innovation, and clients, his objective is always to deliver the best client experience, in a structured and well-supported way. Mr. Ducharme also leads the international network Partners to Save Lives™ and the ACI’s offices in Europe and South America.       

In previous roles, Mr. Ducharme has held leadership positions in sales and product management in the health care and technology industries, and has worked on consulting projects for health care organizations. Mr. Ducharme earned a MBA in International Business from Simon Fraser University and a BBA degree in Marketing and International Business from HEC-Montreal. Mr. Ducharme has been a speaker at health care conferences in Asia, Europe and the Middle East and has been involved on numerous panels on quality improvement, patient safety and health care accreditation models.
 
Ashraf Ismail MD, MPH, CPHQ

In March 2009, JCI appointed Dr. Ismail as the managing director of its Middle East office located in Dubai.  Dr. Ismail is a physician with 25 years of international experience in hospital accreditation, health care quality management, performance improvement and development of human resources for health. His contributions in postgraduate quality education and training are well recognized. As an adjunct professor at George Mason University, School of Health and Human Services, he teaches a variety of quality courses for the certificate in quality and outcomes management. 

Dr. Ismail is a WHO consultant in accreditation and health care quality. In 2006, he was appointed as Strategic Planning Advisor to the Minister of Health in UAE to develop the new strategy of the health sector. As a quality consultant, he assists health care facilities through the accreditation process. His experience in these areas has extended from USA to the Middle East.

For four years, he was as a quality consultant to Inova Health System, the largest health system in Northern Virginia.  He also served as faculty at Johns Hopkins University and Director of JHPIEGO’s Asia/Near East/Europe Regional office. While he was employed with USAID in Cairo, Egypt, he implemented the first National Quality Improvement Program in the Family Planning Clinics in Egypt.

 
Christine M. Macdonell

Chris began her varied career in the health care industry as an occupational therapist after graduating from the University of Southern California. While in California, she became an administrator of a full rehabilitation continuum of care. Chris came to CARF in 1991. She has served as the Managing Director of Medical Rehabilitation and International Medical Rehabilitation and Aging Services during her time with CARF. Chris is a Fellow of the American Congress of Rehabilitation Medicine. Chris has represented CARF at international, national, regional and local meetings to promote and interpret standards and the use of accreditation as a quality business and clinical strategy throughout the continuum of care.

Joan Whelan is a registered nurse with a Doctorate in Adult Education. Through her company Health and Educational Services she provides support to various health organizations with a focus on quality improvement and accreditation. Joan has been a surveyor (both National and International) for Accreditation Canada for over 10 years.

Her work experience has been nursing throughout the cottage hospital system in the province, followed by teaching health and guidance courses to high school students in the regional high school system. After attainment of a doctorate in adult education from the University of Toronto she completed the Leadership Studies at the Lifelong Learning Institute at Harvard. She was then employed by Memorial University of Newfoundland in the education faculty as a professor where she developed and taught undergraduate and graduate courses. Her recent work include the development of a Home Care Training Software program, Home Care One, for upgrading and developing skills for community based home support workers.

Mrs. Madelin Rodriguez who is the Co–Founder and CEO of Florida Home Care.is an entrepreneur and management professional with twenty years of leadership experience in business development, upholding the highest standards for herself. Madelin is an experienced healthcare leader across multiple segments of the industry including durable medical equipment, infusion companies and home health care agencies in the United States, health care systems. In all roles, she has been responsible for defining and driving significant change and transformations aligned to industry drivers and organizational change.

Over 20 years of home health experience including management, health care administration and clinical consulting. She has been responsible for the oversight of development and implementation of compliance, training and education and policies and procedures as it relates to best practices. Mrs. Madelin was responsible for the initial Accredited Commission for Infumed Home Care with (CHAP) accreditation and the continuing branch accreditation.as well Oversee the multiple aspects of a business operations including direct supervision of all employees. Participate with executive team in all Quality Management Initiatives and all agency regulatory compliance activities. Madelin attended to Miami Dade College where she obtained an Associates degree. She now holds Bachelor’s and a Masters degree in business management. She earned her nursing degree from Sacred Heart University in San Juan Puerto Rico. José Domingos

Mr. José Domingos joined ACHC in November 2011 as the Vice President of Marketing and Business Development. As of December 1, 2012 he assumed the role of ACHC's CEO. 

Previously, José served as the Market Segment Director for Becton Dickinson Diagnostics where he led a Global Marketing team and worked with Key Opinion Leaders to advance the clinical treatment and access to Liquid Based Cytology. José aligned and coordinated BD’s comprehensive approach to eradicate cervical cancer worldwide through health economics and outcomes research, influencing public policy, and development and implementation of advocacy programs. 

José has also served as the Director of Marketing for the Surgical Division of Teleflex Medical. In this role he led the development, branding, promotion, product and marketing management strategy for minimally invasive and open surgery products. He has over 16 years of international medical marketing and product management experience as well as sales and sales management. José holds an Associate of Engineering and a Bachelor of Science in Mechanical Engineering Technology from Pennsylvania State University.

 
Teresa Harbour

Teresa joined ACHC in 2004 as a Surveyor. She served as a Clinical Review Specialist from 2012 until 2015 when she became Associate Clinical Director. Teresa has an extensive background in home health and hospice, and has worked in the home care field since 1990. Positions she has held included hospice/home health care manager, hospice clinical director, and hospice/home health director.

Teresa earned her Associate Degree in Nursing from Wytheville Community College, a Bachelor of Science in Nursing from Winston-Salem State University, and her Master of Business Administration/Master of Health Administration from Pfeiffer University.

 
Dr. Ahmed Al Adawy

Dr. AL-Adawy is Expert Quality and Patient safety Processes working at Dubai Healthcare Authority (DHA) Headquarter. He is responsible for overseeing DHA compliance with Dubai Government Excellency Performance Award (DGEP) with DHA facilities. In addition, he is coaching the deployment of patient safety culture among healthcare workers.

He  has been certified as quality professional from National Association of Healthcare Quality (NAHQ). He is recognized as a quality resource person and strategic healthcare consultant in the Middle East. He has been selected as a speaker and facilitator in several conferences, workshops & seminars throughout the region. He commenced many missions under World Health Organization (WHO) to move quality and safety in the Middle East Countries.
