Tom Doyle has spent some 35 years working within the domain and Customs, Tax, and Border Management and therefore has first-hand experience in virtually all aspects of customs/tax and international trade.

Over the course of his career, he has held a number of senior positions within the Irish Revenue Commissioners, the European Commission, the Cyprus Government, the World Bank, and the Private Sector. During this time, he has worked extensively in all areas of Customs and Tax Policy and Strategy but is best known for his work within the ICT environment, where he has provided technical assistance support to a number of countries all over the World.  Tom has been working with SICPA as Chief Commercial Officer since 2012 where he is responsible for Global Marketing and Commercial Strategy.

Some of his publications include "Outsourcing as a Strategic Delivery Option for Customs, "Collaborative Border Management," and "Customs 2020 – A Business and Technology Point of View," which was presented as a WCO joint publication. In 2012, he wrote "Achieving Excellence in Customs Through Knowledge Management" and "Rethinking the Procurement Practices of Customs Agencies" for the World Customs Journal. Most recently, he wrote "Enabling Trusted Trade Through Secure Track and Trace Technology." He co-authored the World Bank's  he co-authored the World Bank's "Border Management Handbook, A Guide for Reformers."
