Mr. David Dolan is the Director for the International Organizations and Agreements Division (IOAD) for U.S. Customs and Border Protection (CBP) in Washington, D.C.   He is responsible for a wide range of programs and international policy engagements in relation to the World Customs Organization, Asia Pacific Economic Cooperation, as well as various other international fora.  Under his direction, the IOAD team also negotiates and manages various mutual assistance agreements and arrangements that provide a framework for cooperative efforts between governments.  

Mr. Dolan served as the Customs and Border Protection (CBP) Attaché (and previously the Deputy CBP Attaché) at the US Mission to the EU in Brussels, Belgium, from 2007-2013.  Mr. Dolan began his government career with the U.S. Customs Service in the Port of Dallas/Fort Worth, Texas in 1992.  He transferred to Washington, D.C. in 2002, at the time when several agencies were merged within CBP in the newly created U.S. Department of Homeland Security.  His initial CBP Headquarters assignments included development and delivery of formalized training courses, as well as authoring national policy and agency-wide guidelines for the Office of Field Operations.  

He later joined the CBP Office of International Affairs in 2005 and served as the US program manager for the development of the World Customs Organization (WCO) SAFE Framework of Standards to Secure and Facilitate Global Trade, and has since served as a primary US delegate to the WCO and other international events.  Mr. Dolan holds a B.A. in Criminal Justice and Sociology (Cum Laude), from Buffalo State College in Buffalo, New York.
