Title Digital Finance Team Lead, Global Development Lab Company USAID Bio Kay McGowan provides technical leadership to the Digital Finance Team at USAID. In her three years with the agency, she has helped conceptualize and implement the Agency’s approach to accelerating the growth of inclusive electronic payments. Before joining USAID, Kay spent a decade as a political officer within the State Department’s Foreign Service, where she specialized in Afghanistan and Iran policy. She received her M.A. in international public policy from the University of Texas at Austin.
