Frank studied Economics with specialisation in International Trade which lead to a Masters Degree obtained cum laude.

After having worked both in the private (international trade) and public sector (customs) in Belgium, joined the European Commission for a first assignment in anti-fraud work related to trade in agricultural products.

After the fall of the Berlin Wall Frank took on  new assignment to assiste countries in Central and Eastern Europa to adapt to a market economy and later on the prepare for EU Membership.

Frank has worked several years in the Information and Communication Unit as Head of sector responsible for the creation and operations of a wide portfolio of Customs electornic systems.

From 2007 onwards Frank concentrated, as part of eCustoms, on Customs Modernisation and further regional integration of the EU Customs Union. He introduced the wide use of Business Process Modelling and management as well as recently the establishment of the EU Customs Data Model based upon the WCO Data Model and leaving space for national data models which complements the EU Data Model in non-harmonised domains.

Frank is also responsible for the Multi-Annual Strategic Plan and more detailed planning of the electorinci customs systems and for this purpose is the Chairman of the Elecronic Customs Coordination Group and some of tis sub-groups.
