Mr. Nakao joined the Ministry of Finance in 2000, and has been working mainly for the Customs and Tariff Bureau, headquarters of Japan Customs. He hasbeen engaged in international negotiations and cooperation including the areas of Customs Mutual Assistance Agreement, Free Trade Agreement as well as the World Customs Organization.

He also worked for the WCO Secretariat as a Regional Development Manager for the Asia Pacific Region in the Capacity Building Directorate from 2009 to 2013.

He studied in the UK and received Masters degrees (MA in International Studies and MSc in Economic Policy and International Business).
