Project Loon involves operating a network of stratospheric balloons to provide internet to remote areas. A key component of this is getting balloons to users and coordinating the fleet. This talk discusses the effects of wind forecast error on balloon navigation and presents learning algorithms that can improve wind predictions using real-time wind measurements from the Loon fleet.
