Harnessing the Collective Voice of 20 DHBs via NZ Health Partnerships – How It Changes the Way We Think About Health Procurement in New Zealand (and why we need to think differently)

NZ Health Partnerships was established on 1 July 2015 and took on responsibility for the programmes and services of its predecessor which was disestablished on the same day, Health Benefits Limited (HBL). A fundamental change arising from this transition was a change in ownership structure. Whereas the Ministers of Health and Finance were joint owners of HBL, NZ Health Partnerships is owned by all twenty District Health Boards (DHBs).

I’ll talk about what that change means for NZ Health Partnerships and for DHBs, particularly in relation to Health Procurement and the National Procurement Service established by HBL and delivered by hA(FPSC) on behalf of NZ Health Partnerships. I’ll talk about the new DHB Procurement Strategy and what it means for the way we think about Health Procurement and the way the various key players – DHBs, PHARMAC, MBIE, hA(FPSC), NZ Health Partnerships – are working together in new ways. Importantly, I’ll also talk about what this means for the many suppliers to the NZ health sector and how we want to work with you in future.
