As Deputy Director, Richard oversees strategic and operational planning as well as fire prevention for the sixth largest municipal fire service in North America, serving over 2 million residents. He also serves as deputy coordinator of city-wide, inter-agency emergency response and recovery for large-scale incidents. His primary responsibilities include optimization of organizational performance and the implementation best practices in fire safety and management. One of his proudest achievements was spearheading the implementation of fire-based medical response throughout Montreal in 2007.
