Lim Hng Kiang is Minister for Trade and Industry of the Republic of Singapore. He is also Deputy Chairman of the Monetary Authority of Singapore (MAS) and a Board Director of the Government of Singapore Investment Corporation (GIC). Mr Lim assumed his current post in 2004, and has served in a number of other government positions, including Minister in the Prime Minister’s Office (2003-2004), Second Minister for Finance (1998-2004), Minister of Health (1999-2003), and Minister of National Development (1995-1999). He joined the civil service in 1986, beginning his career in the Ministry of Defence, after graduating from the Kennedy School at Harvard University with a Masters in Public Administration and from Cambridge University with First Class Honours (Distinction) in Engineering.

Vivek Aggarwal is Managing Director of Madhya Pradesh Road Development Corporation (MPRDC) and Secretary to the Chief Minister, Government of Madhya Pradesh. Since joining MPRDC, Mr Aggarwal has developed new models of PPP, including the Deemed Shadow Fee Model, Annuity plus Toll Model, Modified Annuity Model and the Operation, Maintenance & Tolling model. He has also undertaken innovative projects such as the Integrated Border Check Posts, and developed the Accident Response & Traffic Management System. Mr Aggarwal was formerly Managing Director of MP Agriculture Marketing Board and MP Warehousing & Logistics Corporation, Bhopal, where he developed a joint venture model with private investors to raise funding for modern warehouses. Prior to this, he was Managing Director for Industrial Infrastructure Development Corporation, Indore, where he created models for private sector investment in industrial infrastructure, and also set up the Special Economic Zone, IT Park, Readymade Garments Complex, as well as food parks in and around Indore. During his tenure as Collector & District Magistrate for Indore, he developed a model for Urban Public Transport fundraising through private investment. Mr Aggarwal holds a law degree, and practised as a lawyer at Punjab & Haryana High Court from 1992 to 1994. He also holds a degree from the Institute of Company Secretaries of India, and has completed a course on Globalisation & International Financial Systems at the London School of Economics and Political Science, under the Gurukul Scholarship for Leadership and Excellence.

As Managing Director and World Bank Group Chief Financial Officer, Bertrand Badré is responsible for the collective financial and risk management strategies of the World Bank Group and for each of the institutions that make up the group. He represents the Group at the G20 and on the Financial Stability Board. Mr Badré also oversees the Information and Technology Solutions Vice Presidency. Prior to joining the World Bank in March 2013, Mr Badré served as Group Chief Financial Officer at Société Générale, Group Chief Financial Officer of Crédit Agricole, and Managing Director of Lazard in Paris, responsible for the Financial Services Group. In 2003, he was invited to join President Chirac’s diplomatic team and was closely involved in the preparation of the G8 summit in Evian. In 2002, he was a member of the World Panel on Financing Water Infrastructure, a panel of financial experts to assess ways of attracting resources to the water field, chaired by Michel Camdessus. Mr Badré has served in the French Ministry of Finance (1995 to 1999), and has been a Director on a number of boards, including the Supervisory Board of Eurazeo, Haulotte Group, various boards of the leading French regional daily Newspaper Group Ouest France, and subsidiaries of Crédit Agricole and Sociéte Générale. Mr Badré is a graduate of Ecole Nationale d'Administration and Institut d'Etudes Politiques de Paris. He also studied history at Paris Sorbonne University, and graduated from the Paris business school at Hautes Études Commerciales.

Laurence Carter is the Director of the Public-Private Partnerships Transaction Advisory Department of the IFC. The Department provides advice to governments on structuring and bidding out public private partnerships for infrastructure services, including both physical and social infrastructure. Mr Carter joined IFC in 1993 and has held positions in Corporate Planning, the Central and Eastern Europe department and the Small and Medium Enterprises Department. Prior to joining IFC, Mr Carter worked for 10 years as an economist in Botswana, Malawi, Swaziland and the south Atlantic island of St Helena. He holds a degree in economics from the University of Cambridge, UK, and the University of London, as well as the CFA.

Tan Cheng Guan is responsible both for business development and for driving the expansion of Sembcorp Industries’ energy and water businesses globally. Mr Tan joined Sembcorp in 1990, bringing with him a broad range of experience in strategy, business and project development within the utilities industry. He pioneered the early development of the Group’s utilities business on Jurong Island and drove the business’ expansion into China, the UK, the Middle East and India. He also led Sembcorp’s acquisition of Cascal’s global municipal water business. Previously, Mr Tan was managing director of Vopak China, based in Shanghai (2004 to 2007), and prior to that, he spent 12 years in engineering and project management for the oil and gas sector at Brown & Root Far East, working in London, Kuala Lumpur and Miri, Sarawak. Mr Tan holds a Bachelor of Civil Engineering (Hons) from the University of Liverpool, UK and completed the Advanced Management Programme at Harvard Business School.

Karin Finkelston serves as IFC’s first Vice President for Asia Pacific. Her responsibilities include overseeing IFC’s investment and advisory programmes as well as maintaining relationships with key government and private sector partners in the region. Prior to her appointment as Vice President, Ms Finkelston was IFC’s Director for East Asia and Pacific. Ms Finkelston joined IFC in 1996 and was appointed Country Manager for China and Mongolia in 2000. Prior to joining IFC, Ms Finkelston was a Vice President at Manufacturers Hanover Trust in New York and Hong Kong, and also a Manager at KPMG Consulting in Hanoi. She holds an MBA from Harvard Business School and a Bachelor’s degree in English Literature from Dartmouth College.

Anita Marangoly George is the Director for Infrastructure and Natural Resources at IFC, the private sector arm of the World Bank Group. Ms George joined the World Bank in 1991 as a Young Professional and worked on infrastructure in Europe and Central Asia. She then moved to Siemens and headed Siemens Financial Services in India covering the Telecom, Power and Transportation sectors. In 2000 Ms George joined the Global Infrastructure Department of IFC in Washington DC as Principal Investment Officer. She has implemented infrastructure transactions in Latin America, Africa and Asia. Ms George has a dual Master’s degree in Business Administration and Economic Policy from Boston University, US.

James Harris is Hogan Lovells' Global Head of Infrastructure and leads the Infrastructure, Energy, Resources and Projects practice for Asia. Recognised as a leading project finance and PPP lawyer by several independent industry publications, Mr Harris has more than 27 years of experience advising on infrastructure projects across a broad spectrum of industry sectors in Asia, the Middle East, the UK and Australia. He is Chairman (Asia) of the International Project Finance Association and a founding member of the APLMA Project Finance Committee.

Ede Jorge Ijjasz Vasquez is the Director for Sustainable Development for the World Bank’s Latin America and Caribbean region, covering infrastructure, environment and climate change, social development, agriculture and rural development, disaster risk management, and urban development. Prior to this position, Mr Ijjasz spent four years in the Beijing office as Sector Manager of the Sustainable Development Unit for China and Mongolia. Between 2004 and 2007, he managed the Water and Sanitation and the Energy Sector Management Assistance progammes, two of the longest-running global trust-funded partnership programmes administered by the World Bank, with more than 150 staff across 25 countries in Africa, South Asia, East Asia and Latin America. Before this, Mr Ijjasz was leader of the Corporate Environment Strategy Implementation Team and acting sector manager of the central Environment Department in charge of World Bank environmental policies and global programmes. He has also worked for the World Bank as a water and sanitation specialist and environmental specialist. Prior to joining the World Bank, Mr Ijjasz was a Senior Associate with ICF Kaiser International, where he provided technical and policy advisory services to the US Environmental Protection Agency on pollution issues, and led the preparation of environmental impact assessments of large infrastructure projects in Latin America and the US. Mr Ijjasz is also currently a lecturer in the Environmental Science and Policy Master’s programme at Johns Hopkins University. He has a PhD and MSc from the Massachusetts Institute of Technology in Civil and Environmental Engineering, with a specialisation in hydrology and water resources.

Thomas Jacquot is a Senior Director within the Corporate & Government Ratings group of Standard & Poor’s Ratings Services. Based in Sydney, Mr Jacquot primarily covers companies in the infrastructure, utilities, and project finance / public-private partnership (PPP) markets in Australia and New Zealand, and has regional responsibilities for all companies in the transportation infrastructure sector (airports, ports, roads and rail) in Asia-Pacific. Mr Jacquot’s responsibilities also include the analysis and evaluation of hybrid instruments for corporations in the Asia-Pacific region. Before joining Standard & Poor’s in 2010, Mr Jacquot spent approximately 12 years in various origination and structuring roles in the project finance market, both in London and Sydney. He holds an engineering degree from Ecole Centrale de Lille in France.

Patrick Jenkins was appointed Financial Editor and Assistant Editor at the Financial Times in January 2014. In this role, Mr Jenkins shapes the FT’s overall financial coverage, with a focus on financial services and investment. He works closely with the editors of Markets, Lex, FT Money, FTfm and the financial services team. He also contributes to leader-writing and comment, while continuing to write for the Inside Finance column. Before becoming Financial Editor, Mr Jenkins had been the FT’s Banking Editor since June 2009, leading the 10-strong global financial services reporting team. Prior to this post he was Companies editor, editor of International Company News and Frankfurt correspondent. Mr Jenkins joined the FT Group in 1996 as editor of the newsletter FT world insurance report, before becoming UK companies reporter in 2000.

Suneet K. Maheshwari is Group Executive Vice President, L&T Finance Holdings Ltd, which is promoted by engineering and construction conglomerate Larsen & Toubro Limited (L&T). Mr Maheshwari has 33 years of experience in India in infrastructure financing, corporate finance, investment banking and private equity, as well as in the infrastructure and energy sectors. He has set up new strategic business units with a P&L responsibility in rapid growth or greenfield start up situations on four occasions – and has expertise in locating, attracting, building and leading teams. Prior to his role at L&T Finance Holdings, Mr Maheshwari was Founder Managing Director & Chief Executive of L&T Infrastructure Finance Co Ltd, a Public Finance Institution and non-bank financial company with a book size of about USD 3 billion. He remains a director of this company, and also serves as a director for L&T Infra Investment Partners Advisory Pvt Ltd; L&T FinCorp Ltd; L&T Housing Finance Ltd; L&T Infra Debt Fund Ltd; and Feedback Infra Pvt Ltd. He is also currently a member of the National Council on Infrastructure at the Confederation of Indian Industry. Mr Maheshwari has held several positions at industry bodies and government task force, and since 1991 he has been closely involved with various infrastructure sector reforms and PPP initiatives. He has a Bachelor in Science from Bombay University and an MBA from the Symbiosis Institute of Business Management, Pune University. He has also completed training programs in strategy and operations management and restructuring of financial institutions and banks at Harvard Business School.

Kai S. Nargolwala is the Chairman of Clifford Capital Pte Ltd, a company supported by the Singapore government to facilitate the financing of long term cross-border projects of Singapore-based companies. He is also a non-executive Director and the Lead Independent Director of Singapore Telecommunications Limited; a non-executive Director of UK based Prudential plc; a non-executive Director of Credit Suisse Group AG and a non-executive Director of PSA International Pte Ltd.  In addition, Mr Nargolwala is Chairman of the Governing Board of the Duke-NUS Graduate Medical School of Singapore.  He also serves on the Board of the Casino Regulatory Authority of Singapore and is a member of the Singapore Capital Markets Committee of the Monetary Authority of Singapore. Mr. Nargolwala’s career spanned several decades in the financial services industry in the UK, USA and Asia, including overseeing the Asian businesses of Bank of America, Standard Chartered and Credit Suisse. He retired from executive roles at the end of 2011. Mr. Nargolwala is a Fellow of the Institute of Chartered Accountants in England and Wales, and earned his Honours Degree in Economics from the University of Delhi.

Mark Rathbone is a PwC partner and leader of the firm’s Asia Pacific Capital Projects & Infrastructure (CP&I) practice, with lead responsibility for the CP&I team in Singapore. He advises clients on a range of transactions across the Infrastructure, Project Finance and the PPP market, including transactions in energy (gas /oil storage), power and renewables, defence, health, accommodation, transport and sports sectors, as well as secondary market transactions and debt raising. Mr Rathbone is a specialist in advising clients delivering large infrastructure transactions that straddle the complex interface between public and private sectors. He has been integral to the development of project structures, tariff mechanisms, risk allocation and the related funding solutions for large infrastructure transactions, while also leading the development and negotiation of PPP, joint venture and concession type contracts. Among his accomplishments, Mr Rathbone has led the advisory teams on a number of Award Winning transactions – Singapore Sports Hub PPP, ITE College West PPP and Fujairah Oil Terminal; as well as a broad range of projects including numerous IPP commercial reviews, toll road divestments and the acquisition of a minority stake in a Chinese Port. Prior to joining the Singapore office, he was with the PwC Project Finance Group in the UK, where he advised on a number of social infrastructure transactions in the defence and health sectors. Before that he worked in the Audit and Business Advisory Services business of PwC in the UK. Mr Rathbone holds a Bachelor of Commerce degree from University of Stellenbosch.

Lakshmi Venkatachalam is the Vice-President (Private Sector and Cofinancing Operations) of Asian Development Bank (ADB). She assumed office in June 2010. Ms Venkatachalam leads ADB's initiatives in Private Sector and Cofinancing activities. Under its long-term Strategy 2020 Framework, ADB's activities in private sector development and private sector operations are targeted to reach 50% of its annual operations by 2020. Strategy 2020 also envisages a significant increase in ADB's partnership- based cofinancing activities by 2020. Ms Venkatachalam will lead ADB's efforts in assisting development- oriented private sector projects in the region, with a clear focus on challenging sectors and regions, as well as in building and strengthening cofinancing partnerships with various official and commercial cofinanciers with a view to mobilising investment capital for the region. Ms Venkatachalam has over 30 years’ experience in senior management positions. Prior to joining ADB she was the Director General of Shipping and Ex-Officio Additional Secretary for India's Ministry of Shipping. Before that she was Principal Secretary to the Government of Karnataka, overseeing, at different periods, the departments of Commerce and Industry; Urban Development: Planning, Program Implementation, Economics and Statistics. Other previous posts include Chairperson of the Coffee Board of India, Commissioner of the Bangalore Development Authority, Director of India's Ministry of Steel, and Managing Director of the State Cooperative Marketing Federation in Karnataka. Ms Venkatachalam, a national of India, holds an MA in Economics and an MBA from Boston University USA, and an MA in English from Jadavpur University in Calcutta, India.

Walter Winrow is Managing Director of Moody’s Global Project and Infrastructure Finance Group. This is a dedicated team which conducts cross-disciplinary analysis incorporating elements of Moody’s expertise in corporate, project and public finance to provide ratings for infrastructure and project financings, as well as for water, gas and electric utilities. In this role, Mr Winrow is responsible for ensuring Moody’s globally consistent and transparent methodological approach to assessing credit risk. Before joining Moody’s, Mr Winrow held positions as Managing Partner of Infrastructure Capital Partners, and President and Chief Operating Officer of Poseidon Resources Corporation. Prior to co-founding Poseidon Resources, Mr Winrow worked for the energy, industrial and infrastructure project financing businesses at GE Capital Corporation and held a series of positions at General Electric, serving industrial and utility clients in the US and globally. He has served on the Board of Directors of various industry and community service organisations, including as Chairman of the Credit Rating Agency Industry Association, the Atlantis Water Fund, the National Council for Public-Private Partnerships, the California Foundation for the Environment and the Economy, the San Diego County Taxpayers Association, the local Boys & Girls Club, and the US Conference of Mayors Business Council, as well as the Advisory Board of its Urban Water Council. Mr Winrow holds a Bachelor’s degree in Electrical Engineering from Rutgers University.

Wong Kim Yin has been Group CEO of Singapore Power Ltd since January 2012. Prior to this, he was Senior Managing Director of Investment at Temasek Holdings (Pte) Ltd and was responsible for investments in the energy, transportation and industrial sectors. Mr Wong has over 10 years' experience in investment management. Prior to joining Temasek in 2004, he worked for The AES Corporation, a power company listed on the New York Stock Exchange, and was responsible for merger and acquisition and project development across Asia Pacific. He is currently the Chairman of SP PowerAssets Ltd and a Director of SP Services Ltd. He has been a Non-Executive Director of CITIC Resources Holdings Ltd since 2008. Mr Wong holds an MBA from the University of Chicago Graduate School of Business.

John Scott Younger is a recognised leader in infrastructure development across Asia, having held a range of senior academic, consulting and business development roles in Hong Kong, Thailand and Indonesia over the past 33 years. He currently serves as Director of PT Nusantara Infrastructure Tbk, a public listed company in Indonesia, and as Commissioner for the East Bali Poverty Project, a model in sustainable development. Dr Younger is also President Commissioner of Glendale Partners, a leading infrastructure, natural resources, renewable energy and consulting firm based in Jakarta, Indonesia. In addition, he is Chairman of the EuroCham Working Group on Infrastructure, and Senior Vice-Chairman and the International Business Chamber, with a particular remit to report on infrastructure. He is a current member of the Eurocham Board and former Member of the Board of the British Chamber of Commerce (1196-2004 and 2010-2012). Dr Younger has served as project manager and consultant in many World Bank and ADB funded road and water sector programs, and was Team Leader for the UK and World Bank funded, award winning Master’s Degree program in Highway and Transport Engineering at the Institute of Technology Bandung, 1986-93. He has published many papers in the field of infrastructure and is a regular speaker at conferences and on discussion panels. He is also a regular columnist of the regional business magazine Globe Asia, a writer for Forbes, an Honorary Research Fellow of Glasgow University and Fellow of the Linnean Society. His paper on “Sustainable Development-East Bali Poverty Project” was awarded the 2013 Overseas Prize by the Institution of Civil Engineers. Dr Younger holds degrees in Engineering from Glasgow, UC Berkeley and Hong Kong. In 2003 he was awarded an OBE for services to civil engineering and British business interests in Indonesia.
