Rhett Carpenter CHST Safety, Health & Environmental Consultant Safety, Health & Environmental Services LLC Rhett James Carpenter is a Central Washington University graduate, holding a Bachelor of Science degree in Occupational Safety & Health Management, and minors in both Risk & Environmental Management. As a collegiate athlete, Rhett achieved Hall of Fame honors during his football career as a Wildcat. Throughout his years, Rhett has gained extensive experience in the construction and general industries alike. As a Safety, Health & Environmental Professional, Rhett is committed to achieving excellence in all facets of his work. As the Safety & Training Director for Safety & Health Environmental Services LLC Mr. Carpenter holds credentials as a CHST, and is an instructor for a plethora of safety, health & environmental related courses taught throughout many states. Mr. Carpenter is a Region X instructor for a variety of courses at the University of Washington Department of Environmental and Occupational Health Sciences. He is an authorized instructor through the Department of Ecology and provides Erosion and Sediment Control courses to many contractors throughout the state. In addition, he provides environmental services to many organizations. Rhett is also the facilitator for the Puget Sound Safety Summit Conference, a monthly gathering of a networked alliance of government, management and labor, who come together to develop methods and solutions for the industry. While working with many organizations throughout his career, Rhett has assisted in the development, improvement and implementation of safety, health & environmental programs. He has performed a multitude of consultation services, training and oversite, ensuring the overall effectiveness of risk management at all levels. | |

Stacy Fox CHMM Senior Consultant DH Environmental Inc Stacy Fox, CHMM is a Senior Consultant with DH Environmental, Inc. Ms. Fox has over 20 years of experience managing environmental compliance programs for both government and private sector industry. Ms. Fox specializes in hazardous waste management, stormwater pollution prevention, spill response, compliance auditing, environmental project management and training. She has wide-ranging knowledge in implementing NPDES compliance programs for both individual and general permits. Ms. Fox holds a B.S. in Biology and is a Certified Hazardous Materials Manager. | |
Rick Gleason CIH, CSP, CHMM, CET Instructor UW NW Center for Occupational Health and Safety Rick Gleason has served as the lead instructor for the Pacific Northwest OSHA Education Center since its founding in 1995. Rick is also a lecturer in the University of Washington Department of Environmental and Occupational Health Sciences. The beloved "safety celebrity" is known throughout the Northwest for his excellence in teaching health and safety topics. | |
David Hill PE, CHMM, CPEA President and Principal Engineer DH Environmental, Inc. David Hill is President and Principal Engineer for DH Environmental, Inc. He has over twenty years of experience in hazardous materials management, compliance and environmental project management. This experience includes managing hazardous wastes for generators, compliance auditing, NPDES compliance, and development of compliance programs under the SPCC Rule. He is an active environmental trainer, auditor and speaker. Mr. Hill holds B.S. degrees in Chemical Engineering and Physical Geography along with numerous certifications and specialized training credentials. | |
John Paul Johnston Executive Director Divers Institute of Technology During his distinguished 30-year U.S. Navy career as a Saturation (SAT) diver, John Paul was a member of the Navy’s deepest diving team, reaching a record depth of 1800 feet at the Navy Experimental Diving Unit in Panama City, Florida. He participated in several major diving and salvage projects and commanded one of the Navy’s largest diving and salvage ships, the USS Edenton (ATS-1). While in command, the USS Edenton conducted the first efforts towards salvaging pieces of the Civil War Ironclad USS Monitor. Additionally, he completed several assignments involving research, development, testing and evaluation of new diving equipment and systems. John Paul’s educational experience includes teaching navigation, ship handling and composite warfare concepts at the U.S. Naval Academy in Annapolis, Maryland. He has served as director of Divers Institute of Technology since 2000. | |
Jon Keiser P.E., P. Eng Vice President PND Engineers Jon Keiser is a vice president at PND Engineers with 27 years of experience specializing in project management and construction administration for waterfront redevelopment projects at marine terminals, marinas, and recreational facilities. His projects have included design of docks, piers, floating docks, dolphins, mooring systems, transfer bridges, floats, bulkheads, piles, and boat lifts. He has also performed on-site construction inspection for numerous marine design projects. | |
LTJG Alexander Kwolek Marine Inspector USCG Sector Puget Sound Lieutenant Junior Grade Alexander Kwolek is a Journeyman Marine Inspector at USCG Sector Puget Sound. He is responsible for enforcing safety, environmental, and security standards for US and foreign commercial vessels in the Pacific Northwest region. LTJG Kwolek has served 7 years supporting the Coast Guard’s strategic missions of marine safety, port & waterway security, search and rescue, migrant interdiction, law enforcement, and marine environmental protection while assigned to variety of afloat and ashore units in Key West, FL, Corpus Christi, TX, and Seattle, WA. LTJG Kwolek holds a Bachelor’s Degree in Environmental Science from the University of Massachusetts. | |
Mike "Doc" Redeen Director of Training Divers Institute of Technology Originally from Missoula, Montana, “Doc” graduated from the Naval Diving and Salvage Training Center (NDSTC) in Panama City, Florida and spent 26 years active duty in the U.S. Navy. His Naval career included experience as a Diving Independent Duty Corpsman and took him all over the Western Pacific, Philippines, Florida, Hawaii, Connecticut, Guam and Virginia. To expand his skills and knowledge base, Doc has completed the Undersea & Hyperbaric Medical Society’s (UHMS) two-week, extensive Physician’s Training in Diving Medicine course in June 2012 at the National Oceanic and Atmospheric Administration (NOAA) campus in Seattle. As an Instructor, Mike enjoys passing on his knowledge and experience to the next generation. At DIT, Doc has instructed in Physics, Medicine, Chamber, Intro to Lightweight, HeO2, Deep Dives, Midterms and Finals. Doc recommends that future divers take initiative, have a good attitude, be willing to learn and practice using their “two eyes, two ears, and one mouth” to be successful in the industry. | |
Jim Rone Safety & Health Specialist WA Dept of Labor & Industries In charge of all maritime safety compliance activities in all of Washington State. My staff perform detailed audits of marine industry job sites including shipyards, seafood processors, commercial diving operations, marine freight handling facilities and during the construction of piers and docks as well as other marine infrastructure to help ensure employee safety. In addition I am the Maritime Technical Specialist, providing technical assistance to all DOSH compliance and consultation activities in Washington State as well as to the maritime industry. I provide training to internal and external staff as needed. I also administer the charter boat safety program ensuring that all charter boats operating on internal state waters meet the minimum requirements of 46 CFR Subchapters T and K as well as the Charter Boat Safety Act, RCW 88.04. I have been a long time member of the Maritime Advisory Committee on Occupational Safety and Health (MACOSH) and currently chair the Longshore working group. | |

Prior to that Bill was a Crane Compliance Officer for Washington State, and the city of New York, and he worked in the construction industry for 20 years as an Operator Foreman, Crane Operator, Ironworker Foreman, and an Ironworker. | |
John Stebbins CSP, CIH Industrial Hygienist WA Dept of Labor & Industries John Stebbins has been with DOSH for 20 years and working in the field of industrial hygiene and safety for 30 years. He is currently in Technical Services as the technical specialist for lead, beryllium, healthcare, and noise. He has also worked in the appeals unit as a hearings officer, a compliance supervisor, and previously in Technical services working on asbestos and other topics. John is a Certified Safety Professional and Certified Industrial Hygienist. | |
Kyle Sumpter Chief of Police City of Federal Way Kyle Sumpter is the deputy chief at our local police department. He was a patrol officer, major crimes detective, SWAT officer and eventually the commander of the largest SWAT team in the state of Washington. For several years he was a law enforcement firearms instructor. He developed curriculum on police tactics for his agency, including active shooter response. He organized and commanded a regional team of detectives that investigates officer-involved shootings. He teaches principles of deadly force, de-escalation, and resolving lethal situations to other police agencies in Washington. He is an expert witness in federal court cases involving police practices. | |
Paul Vierela Health, Safety & Environmental Specialist TOTE Maritime Paul Vierela is the Health, Safety, and Environmental Specialist for TOTE Maritime Alaska’s marine terminal operation in Tacoma Washington. TOTE Maritime Alaska has operated in the Jones Act trade since 1975 offering two roll on/roll off trailer ships for twice weekly service between Tacoma, WA and Anchorage AK. Paul has over 35 years of experience in the maritime industries including 22 years of ship repair and 8 years as a DOSH Region 8 Maritime Compliance Specialist. Paul also serves on the Governor’s Industrial Safety & Health Conference Maritime Safety Planning Committee. | |
