Joyce comes with 13 years of Worker’s Compensation Claims experience, to include three years of adjudicating complex CRI claims; Chemically Related Illnesses. Joyce is proficient in all aspects of the claim’s process and anticipating the need for vocational services. She is experienced in managing an intensive and time-critical caseload with direct employee and employer contact. Joyce is a retired Air Force Master Sergeant with three tours to Iraq and Afghanistan. Her 22 years of experience working with diverse cultures, ethnic and social groups give her a unique view of the different needs, expectations, and sensitivities of our customers. Joyce has her Bachelor’s Degree from Evergreen State College.

Gayl Bailey is the Co-Director of IAM/Boeing Joint Programs. In 1990 Gayl was appointed to the position of Administrator of the Health and Safety Institute and worked in the Quality Through Training Program before becoming the Co. Director of both programs in 2005. IAM/Boeing Joint Programs is considered to be one of the premier joint programs in the nation and has been modeled by other joint programs in the U.S. Prior to his appointment Gayl served as a Local Lodge F officer and Union Steward in the factory. He started working for The Boeing Company in 1977. He worked in multiple locations over his career supporting the Fabrication Division (Tooling & Production), Everett and Renton final assembly and the Defense and Space group.

Scott Bradley is the Director of the Safety and Loss Control department at Archbright, formerly known as Washington Employers. Scott has 10 years of experience analyzing “Group” as well as “Individual” retrospective rating plans to include performance and plan design. He is responsible for the oversight and administration of the Washington Employers Group Retrospective Rating program, and individual programs throughout the state of Washington. Assistant Attorney General Jerry Cartwright, a 1979 graduate of Gonzaga University School of Law, joined the Attorney General's Office in March, 2000 after spending 20 years as a partner and defense litigator with the Spokane law firm of Evans, Craven and Lackie. Jerry has tried dozens of civil cases in the courts of Eastern Washington and North Idaho and is Torts Section Chief in the Spokane Division Of the Attorney General's Office.

Before becoming a safety professional his job titles included, Welder, Machinist, Millwright, and Electrical Installer. He holds an AA degree in Industrial Technology, a Bachelors in Technology Education, and Masters in Occupational Safety and Health, specializing in Environmental Management. Working for Knife River Corporation in Southern Oregon, he helped guide multiple divisions to injury rates consistently below national standards, then through OSHA's SHARP program and achieved multiple award winning years from the Southern Oregon ASSE. For the past 2 years Chris has been directing TPM's safety program which includes, OSHA compliance, safety development and personnel training throughout an 8 state region. He is an avid outdoorsman so the Northwest and TPM are a great fit for him in this beautiful region.

Mark Clark is a Program Coordinator in the IAM/Boeing Joint Programs organization at the Boeing Company. Mark has worked at the Boeing Company since 1996, when he joined the 777 program in the Commercial Airplanes business unit in the Wing Majors organization as a mechanic. In this role Mark worked on the trailing edge of the wing. In 2000, Mark became a Union Steward, appointed by the President of IAM District 751. As a Union Steward, Mark was an advocate for safety for the union members and worked to promote positive relationships between union members and the company. He teaches a number of IAM/Boeing Joint Programs safety courses and organizes the annual IAM Golf Tournament that benefits the Guide Dogs of America non-profit organization. As Retro Claims Coordinator, Rick minimizes the financial impact of members’ claims in Washington agriculture’s largest Retro program. His history with workers’ compensation and other government entities is a base for educating and learning from existing staff and offering assistance to farming interests wherever possible. Prior to Washington Farm Bureau, he was with the Department of Labor & Industries, Self Insurance Division, as well as State Fund experience. He also was a Project Manager in Communications for the Retrospective Rating Program. Rick also has a background in litigation. Dr. Furman is the Executive Director of Washington Health Professional Services and has worked for the state of Washington for 35 years. He has a graduate degree in registered nursing and doctorate in health administration; in addition to being a certified infecting control professional and certified occupational health nurse-specialist. He has contributed to such state initiatives such as the State Department of Health HIV/AIDS KNOW Curriculum, Washington State Hepatitis C Strategic Plan, and while working with L&I the state hazardous drugs rule. Christer Hellstrand is the Director of Capabilities and Compliance for Environment, Health and Safety at Boeing, the world’s largest aerospace company. Hellstrand joined Boeing in 1997 and has been responsible for leading efforts to drive environmental and workplace safety capabilities into every aspect of the company’s business for over 15 years. In September 2011, Hellstrand was elected as chairman of the International Aerospace Environment Group (IAEG). Prior to joining Boeing, Hellstrand held several highly regarded quality and manufacturing positions including Director of Operations for the SKF/MRC Bearings Company in Jamestown, New York, and included assignments in Malaysia, The Netherlands, England and Sweden. Hellstrand is a graduate of Chalmers University of Technology in Sweden and holds a master’s degree in Engineering Physics in 1981. Jenifer is one of the original creators of the current SHIP program. Working as the senior and lead grant specialist in SHIP, she developed most of the operating procedures and policies.

Max is currently working as a Program Consultant at Lytx in San Diego.  In this role, Max works with trial and current clients to get the most value out of the DriveCam program in order to increase driver safety and reduce claims.  Prior to working as a Program Consultant, Max worked for Lytx as an Account Manager for a transportation company in Dallas, Texas.  He assisted the transportation company’s safety and operations departments in effectively utilizing their DriveCam program, and the company was able to significantly reduce their claims dollars for three consecutive years.

Viona is the Director of the Project HELP program, a cooperative effort between the Washington State Labor Council and the Department of Labor and Industries. Their goal is to facilitate effective communication and dispute resolutions between workers and employers involved in workers' comp claims. Viona conducts a bi-annual conference, seminars and countless workshops-by-request across the state to all interested parties. She is devoted to explaining and educating everyone on our workers' comp system.  Viona has been with WSLC for over 18 years and has worked in the trade unions in Seattle area for 25 years and has more than 35 years working experience and knowledge in the labor community. She also serves on various labor/management committees.

Alan Lundeen has over 20 years of experience in the safety and health field. Before coming to the Department of Labor and Industries he was a Marine officer, pilot and senior investigator on three aviation mishap investigations. He started with the Department of Labor and Industries in 1995 as a safety inspector in the Kennewick service location. He has been the general industry technical specialist in L&I’s technical services program, worked on numerous DOSH rulemaking projects and represented L&I as an expert witness at the Board of Industrial Insurance Appeals. He is currently the Senior Program Manager for the DOSH Standards, Technical and Laboratory Services Program and the legislative lead for DOSH. Scott joined Interstate in January 2014 after serving as VP Safety for Gordon Trucking. During Scott’s leadership at Gordon, the company was recognized as the American Trucking Associations’ Safest U.S. Fleet for 2012, the Truckload Carriers Association safest U.S. based trucking company for five consecutive years, and the Safest Fleet in Oregon (two consecutive years) and Washington (seven consecutive years). Scott is Chairman of the Washington Trucking Association’s Safety Management Council, a member of the Safety and Security Council of the Truckload Carriers’ Association and a Certified Director of Safety (NATME). Scott has been twice recognized as the Safety Professional of the year by both the Washington State Trucking Association and the Oregon State Trucking Association. Scott started his career in transportation at J.B. Hunt and he also served more than 10 years in the United States Coast Guard where his primary function was search and rescue. Scott and his wife, Kathy, have three daughters, three grandsons and another on the way. He and his family enjoy hiking on Mt. Rainier and weekend boating on the Puget Sound.

Ignacio Marquez works out of the Director’s office for the Washington State Department of Agriculture. He is part of the agency’s policy team and serves as a community liaison. Working from the Yakima office but travels expensively throughout the state, Ignacio came from the state Employment Security Department (ESD) where he worked as an area director. Ignacio works with growers, agricultural groups, governmental agencies and the Hispanic community primarily on issues related to agriculture labor. His goals include informing farm workers and the ag industry about WSDA’s programs and act as a conduit to “connect the dots” on how the agriculture community can better understand and benefit from the work of WSDA and other agencies that interact with agriculture. Ignacio also works on bridging the gap of what is sometimes described as the “urban-rural divide.”

Mike Nelson

Mike Nelson started his career as a professional Firefighter/Paramedic with 10 years experience in two major metropolitan cities. He received his bachelors degree from George Fox University in 2003. In the military, he was a recognized Chemical Biological Radiological Nuclear and Explosive defense subject-matter expert and was a division level program manager in CBRNE Defense and Emergency Management field. After seeing combat in Afghanistan he was selected for commission in the USAF and trained in Anti-Terrorism, Physical Security, Personal Security, Tactical Situational Awareness, Information Collection Detection and ground combat command. As the chief "Active Shooter" response coordinator and trainer for the Washington Air and Army National Guard, he has taught and trained thousands of people about the realities of shooting incidents in our country. He was recently recognized by the top Military commander in the state of Washington as the military departments’ subject-matter expert in the field.  He is now the Principle for Full Spectrum Defense, and provides travel risk assessments, threat, risk and vulnerability assessments and training from a consequence management perspective for corporations and universities. His expertise covers the full spectrum risk from ranging from man-made, intrinsic personal to environmental and business risk.  After observing the devastation of Hurricane Katrina and super storm Sandy he has taken an interest in educating people how to prepare for disasters while considering the space, time and money constraints of urban dweller.

Currently he is the Statewide Agricultural Safety Technical Specialist for the Department of Labor and Industries where he provides technical assistance on the agriculture industry to internal DOSH and L&I staff, employers, employees, employer associations, employee associations and other stakeholder groups. Raymundo has more than 20 years in and around the Agriculture and construction industries.

Steve Scott is a Territory Manager for Master Lock/American Lock supporting Oregon, Washington, and Alaska. He has 10 years of safety experience supporting various industries such as manufacturing, healthcare, food processing, and oil and gas to name a few. Lockout Tagout is a primary focus and consistent challenge in these industries and Master Lock will provide support in the form of LOTO awareness training, LOTO audits, and product demonstrations. Steve represents the entire Master Lock/American Lock line and is responsible for consultation, training, and technical support of these products to commercial customers through industrial distribution.

Mr. Serrano is responsible for providing strategic communication throughout the Hispanic community statewide. He works with employees, employers, employee organizations, advocate organizations, government entities and anyone interested on safety and health issues that impact the Hispanic community. Promotes consistent understanding of the rules and related diverse technical information and emphasizes the fundamental importance of worker safety and health toward preventing worker injury, illness and death, and reducing worker's compensation costs. Mr. Serrano has 23 years safety and health experience as a bilingual safety and health professional with DOSH.
 
Kerry Soileau

Kerry Soileau has had a lifelong career in the construction industry including work in petrochemical, nuclear, micro-processing, Department of Energy, commercial, residential, pharmaceuticals, agricultural, and the military. Mr. Soileau has also had the unique opportunity to work in varied aspects of construction such as a steel erection, boiler making, and as a licensed electrician for many years. His career evolved into training and then ultimately into the safety and risk management role. He has performed training for both the American Red Cross and the National Safety Council. As a volunteer Cub Scouts/Boy Scouts leader over the last 15 years, Mr. Soileau has had the great privilege to help our youth learn the importance of self reliance and emergency preparedness. He has taken FEMA classes has been C.E.R.T. (pronounced SERT) trained in two different states, and continues to put his time and energy in helping others.

I have a Bachelor Degree in Government from EWU, Master Degree in Public Administration from Capella University and currently working on Doctorate Degree in Public Administration from Capella University. I love spending time with my grandchildren and bowling. I am currently the Lewis County Women's Bowling Association Manager.

Julie Stevens serves as Senior Program Manager of Client Consulting for Lytx Inc. (formerly known as DriveCam). She has been with Lytx for 10 years and has worked with risk and fleet managers to improve safety and reduce liability in their fleets. Currently she assists large organizations to effectively implement the DriveCam Program to ensure the greatest reduction of risk. Stevens also develops and conducts training for Lytx’s fleet customers. She is a Certified Transportation Professional (CTP) and is an active member of the National Safety Council (NSC) and National Private Trucking Council (NPTC).
 
Mr. John Thomas

Mr. Thomas has been the Executive Director of the Washington Onsite Sewage Association for 13 years. In this role he also has managed the principle education and training venue for the Onsite Industry in the state of Washington, with over 14,000 students passing through their training and certification programs. Most recently working with the State LNI SHIP Grant program Mr. Thomas was the grant lead, looking at pathogen exposures to workers in the wastewater industry (Onsite systems). This is a new study that identifies pathogen exposures using field evaluations to capture and identify actual pathogen exposures and vectors relating to wastewater exposures from septic systems. Exposure mitigation with PPE and awareness training were key outcomes of the grant. Mr. Thomas holds a B.S. Degree in Environmental Earth Sciences from Northern Michigan University.

With several years of experience as a TB program coordinator, case managing patients with TB infection and disease, Julie now works as the TB nurse consultant for Washington State Department of Health. In this role, she provides TB consultation and education to public and private providers throughout Washington State and nationally, develops training curriculum and materials, and informs TB guidelines and policy. Julie is also the president elect for the National TB Nurses Coalition and is recognized as a leader in TB nursing.
