Jim Himes represents Connecticut’s 4th District in the United States House of Representatives where he is serving his fifth term. He is a member of the House Committee on Financial Services, serves as the ranking member of the NSA and Cybersecurity Subcommittee of the House Permanent Select Committee on Intelligence, and is Chair of the New Democrat Coalition. Jim began his professional career at Goldman Sachs & Co. where he worked his way up to Vice President over the course of a 12-year career. There he worked extensively in Latin America and headed the bank’s telecommunications technology group.
Mike Dvilyanski
Supervisory Special Agent
Mike Dvilyanski is Supervisory Special Agent at the Cyber Branch at the FBI’s New York office. The Cyber Branch investigates national security and criminal computer intrusion matters and responds to cyber incidents in the New York City metropolitan area. In his role as Supervisory Special Agent, Mike leads an investigative team focused on sophisticated state-sponsored computer intrusions against U.S. interests. Prior to his current position, Mike was Coordinating Supervisor for the Cyber Branch in New York, where he oversaw coordination, resource, and outreach matters across national security and criminal computer intrusion programs and led the development and implementation of a cyber incident response framework for the FBI’s New York office. Mike graduated from the FBI Academy in 2005. He was assigned to the New York Field Office of the FBI, where he investigated Counterintelligence and Cyber matters and was later promoted to serve as Supervisory Special Agent in the Cyber Division at FBI Headquarters in Washington, D.C., where he oversaw investigations of state-sponsored cyber threats.
Eric Hess

Eric Hess has over fifteen years of experience acting as senior in-house counsel, general counsel or senior management for exchanges, broker dealers, and financial services technology providers. He has a proven track record of meeting business and legal goals, including creating legal, compliance and technology & operational risk management functions, designing compliant trading technology, advocating for regulatory change, closing transactions, navigating challenging issues, managing regulatory inquiries & investigations and facilitating company growth, both organically and through strategic transactions.  Specialties: Equities, options, futures and cleared swaps regulation;  hedge fund, broker dealer and markets regulation;  technology and operations risk management;  contract negotiation;  technology transactions;  regulatory examinations, inquiries & investigations;   dispute resolution;  corporate governance, mergers & acquisitions;  intellectual property;  lobbying; and financing transactions.  Mr. Hess holds Series 7 and 24 licenses and is admitted to practice in the States of New York and New Jersey.

Craig Moreshead

Mr. Moreshead manages compliance services for investment adviser clients including registrations, policies and procedures, and examinations. As an attorney with in-depth knowledge of federal securities regulations, Mr. Moreshead specializes in regulatory issues related to hedge fund and private equity managers. Previously, he worked for a large financial services company, where he provided compliance counsel to the registered investment adviser and fund family, broker-dealer, and business executives regarding compliance with federal and state regulatory requirements.

Joel Van Dyk is an information security manager with over 20 years of IT corporate information systems at leading financial and technology corporations including Morgan Stanley, JP Morgan, DTCC and Deutsche Bank. Strategist with proven track record of implementation, operations, strategy and tactical business planning in global Information Technologies. Bilingual in English & German with current EU passport and practical experience working in Germany and the Far East.
