Capacity Building – Project management (24 June 2015, 1 day)

The WCO Secretariat, following an extensive review of the global market for customs development and the development tools provided has established a comprehensive strategy for the sustainable ongoing development of Customs and Border Management Services to meet the demands of Member Governments for the 21st century.

The WCO Secretariat has devoted a great deal of attention to improving the quality, relevance and availability of its capacity building activities which led to the development of the WCO Capacity Building Strategy. A core aspect of this Strategy involves the “Regional” approach, the objective of which is to promote the sharing among neighbouring countries of ideas and actions to achieve the same regional objectives, namely, economic growth and social development.

Philip Wood, Project Manager, WCO Capacity Building Directorate

Philip is a Customs and Strategic Management expert with 25 years of experience across 20 countries. Philip was previously a member of HM Revenue and Customs in the UK and has obtained a wide experience of Customs work including management of operational teams, working with ministers, developing and implementing policy, delivering capacity building for senior managers and providing change management assistance to Customs administrations on behalf of international organizations including WCO, WTO and IMF. He has over 15 years of experience in project management  and has led a variety of multi-national capacity building project teams, most recently in the Middle East, Africa (West & East), Central Europe and Asia.

Philip is an accredited WCO Diagnostic Facilitator and Stakeholder Engagement Expert and is currently working with the WCO as the Project Manager for the “Customs Capacity Building for WCO Members 2012-15” project.

Mohamed Atiki, WCO Technical Officer, WCO Capacity Building Directorate

Mohamed is the former Deputy Director for International Cooperation at the Department of Customs and Excise of Morocco. Mohamed is a WCO Technical Officer and has specific responsibility for the coordination of capacity building activities for Customs administrations located in West and Central Africa Region. He has extensive project management experience most recently working as the manager of the EU funded PACIR Project” which provided trade and regional integration support to the Ivory Coast. During his time with Moroccan Customs Mohammed had a range of responsibilities which included;

·Negotiating and monitoring agreements and conventions between Morocco and its partners at bilateral and regional level;

·Design and implementation of customs cooperation programs with partner countries; and

·Promotion of WCO tools and instruments at the local and regional levels.
