Bio
Laurence Carter is the Director of the Public-Private Partnerships Transaction Advisory Department of
the IFC. The Department provides advice to governments on structuring and bidding out public private
partnerships for infrastructure services, including both physical and social infrastructure. Mr Carter joined
IFC in 1993 and has held positions in Corporate Planning, the Central and Eastern Europe department
and the Small and Medium Enterprises Department. Prior to joining IFC, Mr Carter worked for 10 years
as an economist in Botswana, Malawi, Swaziland and the south Atlantic island of St Helena. He holds a
degree in economics from the University of Cambridge, UK, and the University of London, as well as the
CFA.
