David Maass - President - Flightware
David Maass is President of Flightware, a consulting firm providing Business Development services and expertise to aerospace, defense and energy firms. He has served as Capture Manager for many DoD proposal activities ranging from small Phase I and II SBIR proposals to very large SDD program procurements worth several hundred million dollars, working with large prime contractors.
He has authored more than 40 SBIR proposals and will share his knowledge and experience.
Mr. Maass consults with a range of clients from small firms to large multinational corporations performing marketing functions related to technology and product development. In the small business arena, this includes SBIR and other proposal preparation (BAA’s, PRDA’s, etc), identifying, tracking and capturing targeted new business opportunities, developing market awareness through public relations and communications, and developing federal funding opportunities through Congressional activity.

Jack Griffin - Technology Partnership Enterprise Office - U.S. Navy
Jack (John F.) Griffin serves on the staff of the Technology Parternership Enterprise Office at the U.S. Navy’s Naval Undersea Warfare Center Division, Newport, RI. Jack is Coordinator of Division's SBIR and STTR Programs. He is also the SBIR/STTR Coordinator for the Navy’s Program Executive Office for Littoral and Mine Warfare (PEO LMW), one of the five PEOs affiliated with the Naval Sea Systems Command (NAVSEA).  In both roles, he is directly involved in all program aspects from policy formulation, through topic calls, proposal evaluation, contract awards, funding management, and transition support.  At SBIR events, Jack frequently presents to small businesses and staffs Navy one-on-one tables.

 

Jane Goldsmith is the Manager of Proposals for Sonalysts, Inc., an employee-owned, multidisciplinary company headquartered in Waterford, CT. Every year she coordinates or co-authors approximately 250 to 300 Government and commercial proposals. Her efforts with Department of Defense Small Business Innovative Research proposals have resulted in 54 Phase I, 21 Phase II, and 3 Phase III awards for Sonalysts and earned her the recognition as a Finalist in the 2007 CT Women of Innovation program. An acknowledged expert, she conducts proposal-writing workshops on winning strategies for successful SBIRs. Jane is also the Sonalysts Corporate Spokesperson and an active community leader for several charitable organizations.

 

Anthony Mulligan - CEO - Hydronalix
Anthony Mulligan is a founder and CEO Hydronalix, Inc, based in Sahuarita, AZ. He is a principal and board member with Advanced Ceramics Manufacturing, LLC and he serves on the board of several new start-up high technology companies.

Mr. Mulligan was a founder and CEO of Advanced Ceramics Research, Inc (ACR), which has been performing contract work for the U.S. Navy since 1989, until its acquisition by BAE Systems in 2009. 
Mr. Mulligan served on the Defense Science Board (DSB), Manufacturing Technology Task Force, and he has also served on the boards of Manufacturing Extension Partnership (MEP – a National Institute of Standards and Technology NIST), the National Small Business Technology Coalition (SBTC), as Chairman of the Small Manufacturing Executives of Tucson (SMET). 
 
Mr. Mulligan has testified to the United States Congressional House Armed Services Committee in Hearings 3 times and has been invited multiple times to give presentations on technology development and commercialization to key Department of Defense, NASA, and Department of Energy leaders and Conferences.
 
 
Dr. Saul Barr - Center for Aviation & Aerospace Leadership - Embry-Riddle Aeronautical University
Dr. Saul “Sonny” Barr is a senior aerospace economist in the Department of Business Administration, Center for Aviation and Aerospace Leadership at Embry-Riddle Aeronautical University – Worldwide. He is a professor emeritus in economics and finance at the University of Tennessee where he served as the Tom Hendrix Chair of Excellence in Private Enterprise. Dr. Barr has been a financial consultant to the U.S. Air Force, as well as numerous companies such as Raytheon, Goodyear and Alcoa. He has written several books including The Expeditionary Aerospace Force for the Air Force Istitute of Technology. He recently returned from Aarhus University in Denmark, where he taught graduate corporate finance.

Robert E. Mansfield, Jr., Brig Gen, USAF (RET)
Mr. Mansfield is a retired Air Force Brigadier General, with 34 years of experience in logistics planning, operations, and supply chain management. He served as the Air Force Director of Supply, and was the chief architect of the Air Force's supply transformation initiative to improve weapons systems' availability and manage cost. Major initiatives included bringing best practices in purchasing and supply management (PSM), activity based cost management (ABC/M), enterprise applications integration (EAI), and logistics command and control to Air Force spare parts management. He led the Department of Defense's surplus and excess property operations; reshaping the global organization’s business operations by training the entire workforce to use applicable best commercial business practices, leveraging information technology, and focusing on customer determined outcomes.

He is currently the Aerospace Executive in Residence at the Embry Riddle Worldwide Center for Aviation and Aerospace Leadership. Prior to this position he was the Director of the National Center for Aerospace Leadership at the Connecticut Center for Advanced Technology; leading a team of scientists and technicians to improve the competitiveness of US aerospace manufacturing through the application of next generation manufacturing technologies and developing a workforce capable of using these technologies.  Prior to joining CCAT, Mr. Mansfield was Lockheed Martin Aeronautics’ Director of Global Supply Chain Services.
