Unpicking the Scottish Government’s proposed planning reforms

In January 2017, the Scottish Government launched a new planning consultation, Places, People and Planning: A consultation of the future of the Scottish Planning System, following their announcement of a root and branch review of the Scottish planning system in 2015.

During this one hour seminar, Elaine Farquharson-Black, head of Burness Paull’s planning division and accredited specialist in planning law, will explore the consultation proposals which are split across four themes:
  1. plans for the future
  2. people and the system
  3. delivery of new homes
  4. strong leadership and smart resourcing.

Elaine is a partner and head of Burness Paull’s planning division. She has over twenty years of experience advising developers and public bodies in all aspects of planning law. Accredited by the Law Society of Scotland as a specialist in planning law, Elaine is ranked first by Chambers UK as a leader in her field - "She really knows her stuff. She's a leading expert in the planning field, very diligent and hard-working."

Elaine advises on all aspects of planning, with particular emphasis on the promotion of land through Development Plans and the submission of major applications. She regularly appears as an advocate in planning appeals and reviews.
