Lucy Thomson is a Senior Engineer and Privacy Advocate at CSC, a global technology company, where she has addressed a wide range of legal, technical, and policy issues involving information security, privacy, and new technologies, including cloud computing, in major IT and information sharing programs. Working on teams building modernized information systems for very large organizations, she has developed strategies to safeguard sensitive information at the U.S. ports for Customs and Border Protection (CBP), as well as for the U.S. government’s key financial system. She is Vice Chair of the American Bar Association (ABA) Section of Science & Technology Law and is the editor of the ABA best-selling book Data Breach and Encryption Handbook (2011) and the Symposium on Homeland Security in Jurimetrics: The Journal of Law, Science and Technology (2007).

Appointed Consumer Privacy Ombudsman in 11 federal bankruptcy cases, Ms. Thomson has overseen the sale of 125 million personally identifiable electronic consumer records. A member of the U.S. Delegation to the APEC Senior Officials Meeting for the APEC Pathfinder Data Privacy Project (2011), her work has focused on implementing the APEC Privacy Framework. She also authored papers on the legal infrastructure requirements for the ASEAN Single Window project. A career U.S. Department of Justice attorney, Ms. Thomson litigated complex federal criminal and civil cases. She received her law degree from Georgetown and earned a master’s degree in IT management from Rensselaer Polytechnic Institute (RPI).
