Bio

Eamonn Sheehy has over 30 years experience in revenue/customs matters, particularly related to information technology. He was a member of the implementation team for the Irish Revenue Commissioners’ Customs Automated Electronic Processing (AEP) system, with particular responsibility for electronic data interchange (EDI). In 1991 he joined the European Commission as a Customs EDI expert with responsibility for developing Customs UN/EDIFACT message standards. From 1993 to 2006 Eamonn worked as a Senior Technical Officer at the World Customs Organization in both the Trade Facilitation Sub-Directorate and Secretariat’s Information Systems and Technology Service (ISTS). Among his achievements were the developments of the first international standardization of Customs UN/EDIFACT messages through the WCO Data Mapping guide, and initial specification of the Unique Consignment Reference (UCR). As manager ISTS he lead the transformation of the Secretariat’s IT infrastructure, including the introduction of the Secretariat’s websites, the Customs Enforcement Network (CEN), automated workflow for the publication of WCO meeting e-documents and the automation of the Secretariat’s strategic planning process.

 

Since 2006 Eamonn has been based in the Caribbean operating as an independent consultant in government IT matters, with particular emphasis on Customs modernization. Through his company, Information to Knowledge Inc., he has conducted a number of significant Customs and trade facilitation studies in the region. He is currently employed as a senior IT advisor to the Bahamas Ministry of Finance across a range of projects, but with particular focus on the current IDB funded Customs Modernization Program.
