ICPA 18th AGM and Conference
 


Our hosts, the National Administration of Penitentiaries, are offering three (3) different correctional facility tours provided for the delegates of the ICPA Conference 2016 on Friday, 28th of October, Bucharest Rahova Penitentiary and Prison Hospital Tour and Bucharest Jilava Penitentiary Tour.

The tours available include a prison profiled on pre-trial and sentenced men, classified in closed regime (Bucharest Rahova Penitentiary), a prison hospital (Bucharest Rahova Prison Hospital) and an open and half open prison (Bucharest Jilava Penitentiary). All three prison units are nearby Bucharest.

Each tour will consist of a plenary group presentation about the facility, its capacity, number of prisoners and function, the available social reintegration and vocational programs for prisoners. The plenary presentations will be held in the prisons’ club rooms and will continue with small group tours organized to offer the delegates the instants of the prisons’ areas, including infrastructure, detention sections with accommodation cells, visit sector, social reintegration areas, health facilities.

The Bucharest Rahova Penitentiary Tour includes a modern prison hospital within the same prison area. It is one of the best modernized hospitals from the total of 6 belonging to the Romanian Penitentiary System. It was set up in 2003 as a surgery hospital.

The Bucharest Jilava Penitentiary Tour includes Fort 13 Jilava, one of the 18 forts built in 1860-1870 as part of the circular defensive system of Bucharest, aimed at defending against attacks by Turkish armies. During the Communists, in Fort 13 Jilava prisoners who committed offences against the State security, common-law reoffenders with penalties of over 10 years or who were no longer able to work, and common law prisoners were held. Beginning with the 90’s the fort ceased to be a detention place.

The tours to the prisons will be conducted between 09:30h and 14:30h (but may be subject of variation), including the transfer by buses from and returning to Radisson Blu Hotel.
