Jenny Bryant
SVP, Policy & Research, Pharmaceutical Research and Manufacturers of America (PhRMA)
Jenny Bryant serves as Senior Vice President, Policy and Research for the Pharmaceutical Research and Manufacturers of America (PhRMA), the national association representing the country's leading pharmaceutical research and biotechnology companies. 
At PhRMA, she oversees development of public policy related to Medicare, Medicaid and health care reform, as well as analysis and policy development related to change in the health care delivery system. She oversees a broad portfolio of economic and policy research, with a focus on better understanding how medicines are used and valued, and the impact of appropriate medication use on health care costs. 
Prior to joining PhRMA, Ms. Bryant was Vice President at The Lewin Group, a national health care consulting firm. Previously, she held positions at Blue Cross Blue Shield Association, Blue Cross Blue Shield of Florida, New York Hospital-Cornell Medical Center, and the State of New York. 
Ms. Bryant graduated magna cum laude from Harvard College and received her MBA from the Harvard Graduate School of Business Administration.

Allen Dunehew, R.Ph. MPA
CEO, Rx Sourcing Strategies LLC; formerly Chief Procurement Officer, Express Scripts
Allen Dunehew brings 40 years of healthcare experience in the pharmacy and medical supply chains, including over 15 years of group purchasing experience. Allen has a well-defined track record of significant accomplishments, the unique ability to manage both the strategy and the detailed aspects of the deal as well as innovative solutions to business issues. His experience spans all pharmacy classes of trade and organizational sizes with direct responsibility in excess of $35 billion in annual purchases. His market contacts are extensive.

Randy Falkenrath
VP, Specialty Strategy for Humana Pharmacy Solutions, Humana (HUM)

Randy Falkenrath is Vice President, Specialty Strategy for Humana Pharmacy Solutions. Mr. Falkenrath has more than 28 years of executive leadership and consulting experience in the health plan, pharmaceutical and medical device industries. Prior to joining Humana, Falkenrath served as Senior Vice President of Specialty Pharmacy for CVS Caremark. He was responsible for overseeing the day-to-day operations and implementation of the company’s strategic approach to the Specialty Pharmacy business. Previously, Falkenrath worked within the company’s Specialty Field Operations group. Prior to joining CVS Caremark, Falkenrath was Senior Vice President of Specialty Pharmacy and Business Development for UnitedHealthcare’s commercial pharmacy benefit management (PBM) business. Previously, he was a partner in the life sciences consulting division of Computer Sciences Corporation (CSC) and also held leadership positions at Baxter International, Inc., and Searle Pharmaceuticals. Falkenrath earned a bachelor’s degree from Northwestern University and a master’s in business administration from Northwestern University’s Kellogg School of Management.
 
Mark Hamelburg
SVP, Federal Programs, America's Health Insurance Plans (AHIP)
Mark Hamelburg is the senior vice president of federal programs at America’s Health Insurance Plans (AHIP). He has more than 25 years of private sector and government experience, including service as a senior official at the Centers for Medicare & Medicaid Services (CMS) and time at the Department of Treasury. Mr. Hamelburg currently leads AHIP’s policy development and regulatory agenda for all of the industry’s federal program participation. This includes popular programs such as Medicare Advantage, Medicare Part D, and Medicaid. At CMS, Mr. Hamelburg served as the director of the Medicare Part C (Medicare Advantage) and Part D Analysis Group in the Office of Legislation. Before that, he was the director of the Employer Policy and Operations Group at CMS.
Mr. Hamelburg has also served as an attorney-advisor in the Office of Benefits Tax Counsel at the Treasury Department. In addition to his work in public service, he has more than 15 years of experience in the private sector at law and consulting firms. In those roles he worked with a range of stakeholders on issues related to the delivery and payment of health care.
 
Michael Kleinrock
Research Director, IQVIA Institute for Human Data Science  (IQV)
Michael Kleinrock serves as research director for the IQVIA Institute for Human Data Science, setting the research agenda for the institute, leading the development of reports and projects focused on the current and future role of human data science in healthcare in the U.S. and globally.
Kleinrock leads the research development included in Institute reports published throughout the year. The research is focused on advancing the understanding of healthcare and the complex systems and markets around the world that deliver it. Kleinrock writes and speaks regularly on these and other topics and he is sought after for his unique and pragmatic perspectives, backed by rigorous analysis and research, on issues of interest to pharmaceutical companies, financial analysts, trade groups, policy advocates and regulatory agencies.
Throughout his tenure at IMS Health, which began in 1999, he has held roles in customer service, marketing, product management, and in 2006 joined the Market Insights team, which is now the IQVIA Institute for Human Data Science. He holds a BA degree in History and Political Science from the University of Essex, Colchester, UK, and an MA in Journalism and Radio Production from Goldsmiths College, University of London, UK.
 
Lee H. Perlman
President, Greater New York Hospital Association (GNYHA) Ventures
Since 1983, Mr. Perlman has been the driving force behind GNYHA Ventures, Inc., the for-profit business arm of the Greater New York Hospital Association (GNYHA). As President, Mr. Perlman has been responsible for the development of all companies created under GNYHA Ventures, many of which have been sold to larger organizations. The current GNYHA Ventures portfolio includes subsidiaries that engage in $6 billion in commerce annually through group purchasing, management outsourcing, and healthcare consulting. GNYHA is a longtime business partner and the largest shareholder in Premier, Inc. (PINC). Mr. Perlman also serves as GNYHA’s Executive Vice President of Administration and Chief Financial Officer.
One of the industry’s most passionate leaders about the marriage of business and science in healthcare management and procurement, Mr. Perlman is incoming Chairman of the Healthcare Supply Chain Association (HSCA) Board, and is current Chairman of the HSCA Public Policy Committee. Mr. Perlman is former Chair and now Board member of the Steering Committee of the Healthcare Group Purchasing Industry Initiative (HGPII). He has served Premier as both a Board Director and member of the Audit Committee and currently serves as an advisor to management. Mr. Perlman has used these national platforms to advocate for price transparency, comparative effectiveness in the supply chain, and adoption of mobile health technology as a way to lower healthcare providers’ cost of doing business while maintaining greater resources for direct patient care.
A leader in promoting diversity in healthcare leadership, Mr. Perlman founded the GNYHA Summer Enrichment Program, which has placed more than 300 diverse students in summer internships.
A dedicated volunteer and philanthropist, Mr. Perlman devotes significant energy to non-profits related to healthcare, education, and the arts. He is Chairman of the LiveOnNY Foundation, which promotes organ donation, and serves on the Board of the Ronald McDonald House of New York. Mr. Perlman also serves on the Boards of the New York Convention Center Operating Corporation and the Convention Center Development Corporation (Javits Center).
Mr. Perlman is an officer and Board member of the Berkshire Theatre Group in Pittsfield (Massachusetts), Rosie’s Theater Kids, The Actor’s Fund, and was recently elected to the Board of the American Theatre Wing. Mr. Perlman also sits on the Board of the UJA Federation of New York, Samuel Field Y, and previously served as Co-Chair of the Hunter College Hillel.
Mr. Perlman received his Bachelor of Arts degree from Binghamton University and his Master’s degree in Business Administration from the Sloan Program at Cornell University.
 
James Scott
President & CEO, Applied Policy
James G. Scott, President & CEO of Applied Policy, founded the company to apply his in-depth knowledge of federal health policy to help healthcare providers and companies succeed. As a respected member of the Washington, D.C. health policy community, he has gained valuable experience and relationships throughout government and private industry.
Immediately prior to founding Applied Policy, Mr. Scott was responsible for obtaining optimal Medicare coding, coverage and payment for all pharmaceutical products manufactured by Hoffmann-La Roche, Inc. While at Roche, he also worked to resolve Medicare and Medicaid reimbursement issues at the federal level and served as the company’s principal point of contact with the Centers for Medicare & Medicaid Services (CMS). Mr. Scott served as the Senior Legislative Advisor at CMS, advising the CMS Administrator on congressional intent in implementing the Medicare Modernization Act of 2003 and engaging Members of Congress in the implementation of the Act. Mr. Scott received agency-wide awards in 2005 for his work with Congress on the successful implementation of the new Medicare prescription drug benefit and for his work with congressional appropriators on the Fiscal Year 2006 President’s Budget request.
Prior to his service with CMS, Mr. Scott was an Assistant Counsel with the Office of the Legislative Counsel of the U.S. Senate, where he was a principal drafter of the Medicare Prescription Drug, Improvement and Modernization Act of 2003 and other Medicare legislation. Mr. Scott and his work were recognized through the unanimous passage of a Senate Resolution and in numerous statements by Senators and Representatives printed in the Congressional Record. Mr. Scott received a Bachelor of Science in Political Science from James Madison University in Harrisonburg, Virginia and received his Juris Doctor, Magna Cum Laude, from the Catholic University of America, Columbus School of Law, in Washington, D.C.
 
Ipsita Smolinski, MPH
Managing Director, Capitol Street
Capitol Street was founded in 2009. The firm's team of U.S. healthcare policy experts provides in-depth research and consulting on a diverse set of coverage areas, from health care provider services and insurance to life sciences (including medical devices, supply chain and biopharmaceuticals). Prior to launching Capitol Street, Ms. Smolinski was the Senior Equity Research Analyst for Healthcare Policy at J.P.Morgan. Before joining J.P.Morgan, Ms. Smolinski advised clients on health policy and trends at Citigroup and Bear Stearns. Earlier in her career, she spent several years as a healthcare management consultant at the Lewin Group, a Washington-based firm specializing in managed care and healthcare payment policy, and worked at both Pfizer and the Centers for Disease Control (CDC).
Ms. Smolinski has appeared on CNBC, Fox News and Bloomberg TV, and has been quoted in leading publications such as The New York Times,The Wall Street Journal, and Reuters. She also publishes an online column on healthcare policy topics at The Morning Consult. Ms. Smolinski holds an MBA and a Masters in Public Health from Columbia University and received her BA from Johns Hopkins University.
 
Mark Shaver
Senior Vice President - Strategy, Welltower Inc.
Mark Shaver is Senior Vice President of Strategy for Welltower Inc, the world's largest publicly traded health care infrastructure company serving as owner, operator and developer of health care real estate with over 1,600 properties in the U.S., U.K. and Canada and an enterprise value approaching $40 billion.  Welltower partners with best-in-class health systems and senior care operators with investments in independent and assisted living, memory care, outpatient medical, and post-acute care settings.  In this role, Mr. Shaver drives the convergence of programs and partnerships in aging and its ability to accelerate value based care and will cultivate partnerships with industry and health systems focused on senior living, programming and wellness for aging adults.

Prior to joining Welltower, Mr. Shaver spent 18 years at Johns Hopkins Medicine (JHM), an $8.5 billion integrated global health enterprise and one of the leading health care systems in the United States, most recently serving as their Vice President of Business Development and Strategic Alliances. There he led the institution's national strategy to commercialize its health care delivery assets. Mr. Shaver and his team were responsible for identifying and expanding business opportunities with corporate partners, health care delivery systems and national advocacy groups in alliance with the institution's senior leadership and world class faculty. 
Mr. Shaver serves on advisory boards for Pager Inc. and the Johns Hopkins Center for Innovative Medicine.  He is an adjunct faculty member of the Johns Hopkins School of Public Health and holds an M.B.A. from the University of Maryland's R.H. Smith School of Business and a BS in business administration from Towson State University.
