Keynote - Toronto Strong: The Toronto Fire Services Response to the 2018 Yonge Street Van Attack and Danforth Shooting Incidents

In 2018, the City of Toronto experienced two mass-casualty incidents that tested the resilience of both the City and each of the emergency responders.

Fire Chief Matthew Pegg will provide an overview of the Toronto Fire Services response to these two mass-casualty incidents and will share outcomes with fellow Fire Chiefs and first responders.

Chief Pegg will explain how TFS has enhanced procedures as a result of these incidents and will also explain how the City of Toronto responded to and healed from these tragic events. Finally, we will discuss how these incidents impact our people and what Fire Chiefs need to know before they find themselves in a situation like this. Plenary - “The 25” The Firefighter Cancer Prevention Checklist

Fire Departments have finally begun to recognize the need for cancer prevention, but sometimes aren’t sure where to start. “The 25” checklist was created with the intent of assisting in evaluating their current practices compared to the best practices available on reducing the risk of their members receiving an occupational firefighter cancer diagnosis.

Each attendee will gain an understanding of the specific steps that can be taken to reduce the risk of firefighters being diagnosed with occupational cancer. The steps have been consolidated into a preventive checklist consisting of 25 points. This presentation will help determine where each department currently stands with their firefighter cancer preventive initiatives.

Hydrogen Fuel Cells, Emerging Technology & Infrastructure

Hydrogen fuel cells are increasingly present in society. Industrial applications often require supporting infrastructure that must approved by the local Authority Having Jurisdiction AHJ for compliance to fire and building codes. The automotive industry is well established in other world markets especially California. Public automotive refueling stations are coming to Canada. Local AHJ's will quickly discover there is very little discussion in their Provincial or National Fire Code. I will discuss codes available for reference and resources to assist plans examiners and Fire Inspectors when approving a new installation. I will showcase response guides and technical briefs available to fire crews planning incident response to a fixed or mobile fuel cell. Opportunities for questions & discussion during the 60 minute period.

A Building Fire Risk Prediction Validation Project and Implementing a Risk Based Inspection System

In April 2018, the Fire Underwriter’s Survey (operated by Opta Information Intelligence) partnered with Vancouver Fire Rescue Service (VFRS) and New Westminster Fire Rescue Service (NWFRS) to test building fire risk prediction and risk assessment methods. The models performed well with approximately 70% of fires accurately identified (with a false positive rate of 25%) for the 2017 period. Similar to other building fire risk prediction models used by the New York City Fire Department (FDNY), Atlanta Fire Rescue Department (AFRD), and Pittsburgh Bureau of Fire (PBF); these models can be used to prioritize fire prevention inspections. The projects provide a solution to a risk-based inspection program.

The province of Quebec’s fourth largest city (Gatineau) faces an EF3 Tornado with winds of 265 km/h. 332 buildings were affected by the tornado, while lightning struck a high school and set the roof on fire to become a multiple alarm fire. What were the operational challenges and lessons learned ?

The National Defence Fire Service (NDFS) Carcinogen Exposure Reduction Program was developed to ensure firefighters are aware of the associated dangers/risks of exposures to carcinogens and it’s link to developing certain types of cancers, as well as, identify specific prevention, protection and recording mechanisms that can be implemented in the day-to-day processes of the NDFS to help mitigate these risks. Cancer is a potential threat to all firefighters; implementing safeguards in the work place environment can reduce these threats. This presentation will give an overview of the three pillars of prevention, protection and recording exposures.

“Comparing Apples with Apples” – The Need for Standardized and Meaningful Performance Indicators for the Fire Service

Municipalities are under constant pressure to control expenditures in order to minimize or avoid tax increases. Many fire departments face significant challenges to simply retain the resources that are needed to maintain existing service levels. Fire chiefs are expected to provide data-driven evidence of efficiency and performance in relation to established standards and in comparison, with similar cities. One of the biggest obstacles to effective benchmarking is the lack of a national standard for fire service performance indicators. We must develop and clearly define standardized and meaningful performance indicators in order to measure effectiveness and efficiency in relation to our mission.

The FIIIRE Lab: Developing Evidence-Based Solutions to Improve Firefighter Work Health

Chief Hay, Mr. Dennis Brescacin (President, Thunder Bay Professional Firefighters Association) and Dr. Sinden will host an interactive panel discussion about the development of their research partnership and how initial studies have provided important insights into firefighter physical and mental health in Thunder Bay, Ontario. They will also discuss their methodological approach including integration of knowledge users in the research design as well as implementation and dissemination strategies. Strength Over Stigma: Building Resilient Responders and Creating a New Approach to Firefighter Mental Health

First responders are no strangers to working under difficult and stressful conditions. Many Fire Departments are taking an aggressive approach to supporting mental health programming in the workplace. However, even with a robust system of prevention, crisis response, treatment and training, firefighters continue to be impacted or lost due to mental health issues. The Calgary Fire Department is piloting a new, strengths-based approach to mental health through a positive psychology model by assessing a member's resiliency and using current research and best-practices to build up what makes a member strong. The goal of this pilot is to work with firefighters to strengthen their mental resiliency skills and provide coaching and access to resources so that they can maintain their mental well-being throughout their careers and beyond.

With Chad bringing the idea to Gregg and another fellow firefighter on the water in the Bow while paddle boarding in November 2018, there was no looking back. Together they formed Project All In foundation (Registered Non Profit) - the idea was and instant success and need in the community for mental health. Within only 13 weeks they have touched 5 countries, reached 90+ agencies, and handed out 3900+ coins for the project.

Designed to help start that tough conversations surrounding Mental Wellness for people in First Responder roles and those whose job may be a little more behind the scenes. ie; Nurses, Dr’s, Therapist, Emergency Dispatchers and more.

Project All In has launched to agencies across Canada, but we are “all in” this fight together. Psychological Health and Safety in the Fire Service - A Work in Progress

Historically the fire service has dealt with the mental health of its members reactively or not at all. In recent years, however, we have seen a growing understanding of the cumulative effects of work-related trauma and the interaction of workplace culture and psychological well-being. As a result, the fire service has begun to recognize the need for an overall mental health strategy to support and protect the well-being of its members from their first day as recruits throughout their fire career and into a healthy retirement. This presentation will guide the audience through the Calgary Fire Department’s development of a strategy to create a psychologically healthy and safe environment for its members.

U.A.V. Programs: Getting off the Ground!

UAV's are one of the most rapidly advancing pieces of technology in the fire service. They are changing the incident scene and helping to improve safety and decision making.
We will demonstrate the rationale, benefits and hurdles of developing a program from the lessons learned during the recent development of the Winnipeg Fire Paramedic Service UAV program, the first full time program of its kind in Canada.

The session will address the need for and benefits of a program, the challenges of the process and provide the resources needed to justify development and funding.

This program will focus not on how to fly a drone but instead help prepare leaders to develop their own programs via presentation and discussion.

Alberta Core Competency Initiative

Learn about the Alberta Fire Chiefs Associations exciting Alberta Fire Service Core Competency Initiative.
Over the past 2 years the Alberta Fire Chiefs Association has worked with Transitional Solutions Inc. to develop a Community Risk Assessment and Core Competency Framework for Alberta Fire Departments in communities with a population of less than 20,000. Stemming from a resolution passed at the 2016 AGM by AFCA members, with funding received for the project from the Office of the Fire Commissioner in Alberta, the goal of this framework was to develop consistency across Alberta Fire departments when it comes to the core services they offer and skillsets their firefighters possess. The framework was developed in consultation with fire departments across Alberta, the Office of the Fire Commissioner and through best practices research across Canada. Through this consultation, a set of core services and a corresponding set of skills and competencies was developed. All of this information was brought together in an online Tool kit. With the official launch of this tool across the province scheduled for September 30, 2019, Fire Department leaders can use the Tool to build a community risk profile and develop or ratify a Level of Service for their department, which then generates competency profiles for each core service their department offers. All this has the end goal of driving a training program to have firefighters operate in a safe and effective manner in service to their communities. This initiative compliments recent changes to the Alberta Occupational Health and Safety legislation.

Coping with Substance Use Difficulties in the Context of Operational Stress Injuries

Almost half of those with PTSD may also have a substance use disorder. While there has been progress in talking about occupational trauma and PTSD, there remains significant stigma associated with addiction despite many individuals with operational stress injuries also struggling with substance use difficulties. This session will address the signs and symptoms of substance use difficulties, stigma associated with addiction, and types of support. Through discussion and video, it will include both a clinical overview as well as a fire fighter’s experience in recovery.

Stories from the Hall? Making the Case for Supporting Volunteer Firefighter Mental Health through their own Words

Volunteer firefighters make up almost 85% of the fire service in Canada, yet when it comes to mental health supports they are often critically under resourced. This presentation will look at why there needs to be a greater priority placed on mental health education and resources for this population. The presentation will be based on the findings of PhD work done in Prince Edward Island by a volunteer firefighter and mental health professional. The presentation will highlight the importance of leadership and member wellness, the uniqueness of the volunteer fire service, and provide a chance for discussion as to how other jurisdictions are approaching the issue and how challenges and barriers can be overcome.

Why Volunteer Firefighters Volunteer: Intrinsic and Extrinsic Motivators

Disaster and Emergency Management (DEM), is vast and complex. Volunteer firefighters are responsible for the majority of responses to disaster events and routine emergencies in many areas of the Nation. The volunteer fire service is a shinning example of the accomplishments of volunteerism; however, membership is declining. Chief Pottruffs' exploratory research has identified specific motivational factors that will increase long-term retention of volunteers and lead to increased organizational resilience. DEM that is effective and sustainable requires a holistic management paradigm focused on increased volunteer retention. Chief Bill Pottruff will share successful innovative strategies leading to doubling his Department's membership in 10 years.

Mental Health and Addiction impacts us all.

We all face adversity, challenge and change. But not everyone has the resiliency needed to survive life’s toughest days.

In this keynote, Joe shares his story of redemption from a life long struggle with addiction and mental illness. In 1989 Joe was a homeless drug addict on the streets of Vancouver. With the help of family and community champions, Joe’s life transformed.

As you walk with Joe through the tough streets of East Vancouver in the 1980’s, you will experience the depths and degradation of a former homeless drug addict, to the triumph of a successful entrepreneur and philanthropist.
