Nora Carswell

Nora Carswell works in the HRSA/MCHB Division of State and Community Health and is serving as the IT Project Manager overseeing the recent development and deployment of the new Title V Information System. Ms. Carswell has over twenty years of project management experience in the areas of information technology (IT) capital planning and investment control, system development lifecycle, and information systems training design and development.

 
Ashley Hirai, PhD
Senior Scientist
Office of Epidemiology & Research, Maternal and Child Health Bureau, Health Resources and Services Administration

Ashley Hirai is a Senior Scientist in the Office of Epidemiology and Research at the Maternal and Child Health Bureau. In this role, she applies data and analytic expertise to inform, monitor, and evaluate various programs and initiatives including the Block Grant Transformation, the Infant Mortality CoIIN, and Healthy Start. Dr. Hirai also oversees an annual training course in MCH Epidemiology for state and local analysts and conducts applied research focusing on perinatal trends and disparities. Prior to joining MCHB, she worked as an epidemiologist for the Hawai’i Health Department and completed an Academy Health postdoctoral fellowship at the National Center for Health Statistics. She holds a PhD from the Johns Hopkins Bloomberg School of Public Health with dual training in demography and perinatal epidemiology.

 
Michael Kenny, MS
Public Health Analyst III
Division of Health Surveillance (Public Health Statistics), Vermont Department of Health

Michael Kenny, MS, is the public health analyst in charge of analyzing data for the Title V block grant at the Vermont Department of Health, supported by the State Systems Development Initiative (SSDI) program. Additional projects have included claims data analysis, and analyses of WIC program and school health survey data. He received Master’s degrees in Economics from the University of Wisconsin and in Biostatistics from the University of Vermont, where he worked for many years in the Department of Medical Biostatistics as a statistical consultant. In the past, he worked extensively with the Vermont Oxford Network, a nonprofit voluntary collaboration of health care professionals working together as an interdisciplinary community to change the landscape of neonatal care. When not working, he enjoys spending time reading, drinking coffee in Burlington’s coffee houses and building computers for friends and family members.

 
Michele Lawler, MS, RD
Director
Division of State and Community Health, Maternal and Child Health Bureau, Health Resources and Services Administration

Michele Lawler is currently the Director in the Division of State and Community Health (DSCH).In that role, she provides national leadership, direction and administrative oversight for the State Title V Maternal and Child Health (MCH) Block Grant Program.She also provides programmatic oversight for the State Systems Development Initiative (SSDI) Grant Program and three MCH partnership cooperative agreements. Among its many functions, DSCH serves as the Federal Government’s primary liaison with each of the 59 State and jurisdictional MCH programs.
