The ASF 2013 program agenda featured over 50 substantive panels, with more than 250 speakers on critical policy changes confronting our industry, including Dodd-Frank securitization regulatory reforms, risk-based capital regulations, GSE reform, and other federal and state legislative priorities. Additional programming addressed current business developments and the outlook for all securitization asset classes and product types, including RMBS, credit card ABS, student loan ABS, covered bonds, and re-emerging sectors.

Keynote Speakers
 
Thomas Curry, Comptroller of the Currency, delivered a Keynote address on Monday, January 28th at 8:20 AM.

Thomas Curry

The Comptroller of the Currency is the administrator of national banks and chief officer of the Office of the Comptroller of the Currency (OCC). The OCC supervises more than 2,000 national banks and federal savings associations and about 50 federal branches and agencies of foreign banks in the United States. These institutions comprise nearly two-thirds of the assets of the commercial banking system. The Comptroller also is a director of the Federal Deposit Insurance Corporation (FDIC) and NeighborWorks® America.

Prior to becoming Comptroller of the Currency, Mr. Curry served as a Director of the FDIC since January 2004, and as the Chairman of the NeighborWorks® America Board of Directors. Prior to joining the FDIC’s Board of Directors, Mr. Curry served five Massachusetts Governors as the Commonwealth's Commissioner of Banks from 1990 to 1991 and from 1995 to 2003. He served as Acting Commissioner from February 1994 to June 1995. He previously served as First Deputy Commissioner and Assistant General Counsel within the Massachusetts Division of Banks. He entered state government in 1982 as an attorney with the Massachusetts’ Secretary of State’s Office. Mr. Curry served as the Chairman of the Conference of State Bank Supervisors from 2000 to 2001, and served two terms on the State Liaison Committee of the Federal Financial Institutions Examination Council, including a term as Committee chairman. He is a graduate of Manhattan College (summa cum laude), where he was elected to Phi Beta Kappa. He received his law degree from the New England School of Law.


Troy Paredes, U.S. Securities and Exchange Commission (SEC) Commissioner, delivered a keynote address on Tuesday, January 29th at 8:00 AM.

The U.S. Securities and Exchange Commission oversees the key participants in the securities world, including securities exchanges, securities brokers and dealers, investment advisers, and mutual funds. The mission of the SEC is to protect investors, maintain fair, orderly, and efficient markets and facilitate capital formation. The SEC is the primary regulator on a number of active rulemakings related to securitization, including offering and disclosure requirements under Regulation AB II and conflicts of interest pursuant to Section 621 of Dodd-Frank.

Before joining the SEC, Commissioner Paredes was a tenured professor at Washington University School of Law in St. Louis, Missouri. He also held a courtesy appointment at Washington University's Olin Business School.

Commissioner Paredes primarily taught and researched in the areas of securities regulation and corporate governance. Before joining Washington University's faculty in 2001, Commissioner Paredes practiced law at prominent national law firms. As a practicing lawyer, Commissioner Paredes worked on a variety of transactions and legal matters involving financings, mergers and acquisitions, and corporate governance.

Dr. Michael Stegman, Counselor to the Secretary of the Treasury for Housing Finance Policy, U.S. Department of the Treasury,  delivered a Featured Address on Tuesday, January 29th at 11:00 AM.

Dr. Michael A. Stegman is Counselor to the Secretary of the Treasury for Housing Finance Policy. He is responsible for coordinating the Department of the Treasury’s activities relating to the development of housing finance policy, and for assisting in the implementation of Treasury’s housing programs. He chairs a steering committee composed of the senior Treasury participants in these areas, and coordinates Treasury’s housing & policy activities with other agencies and offices within the Executive Branch, in particular with the Department of Housing and Urban Development, the National Economic Council, and the Domestic Policy Council. He is also responsible for coordinating the Department of the Treasury’s internal and external communications on housing finance reform.

Prior to joining Treasury, Dr. Stegman served as Director of Policy and Housing for the Program on Human and Community Development at the John D. and Catherine T. MacArthur Foundation where he served as the Foundation’s lead observer of domestic policy issues, working to translate policy trends and position program strategies in affordable housing, community change, mental health, juvenile justice, education, and urban and regional policy within the larger context of local, state and national policy developments. Dr. Stegman is on leave from his position as Visiting Professor of Public Policy at the Sanford School of Public Policy at Duke University. He has served as a member of the Richmond Federal Reserve Bank Community Development Advisory Council, is Fellow of the Urban Land Institute, and has served on several national boards, including the Initiative for a Competitive Inner City and One Economy Corporation.

Dr. Stegman received his BA from Brooklyn College, City University of New York, and his Masters and Ph.D. in city planning from the University of Pennsylvania.
