There is increasing recognition among governments, particularly in developing economies, that traditional methods of financing the delivery of crucial public goods such as infrastructure are falling short in terms of scale and impact. Private sector involvement is crucial – not just from financial institutions but real-sector companies too. What kind of regulatory structures are required to adequately incentivise the private sector while ensuring that infrastructure investment is focused on the areas that matter the most? What do private financial institutions have to do to re-build trust in the community? How can capital markets be deepened in emerging economies to offer a greater variety of financing tools and channels? With more innovation required, what is the most effective way for governments to be involved? What key alliances need to be established to ensure success is achieved at scale?

The effective delivery of crucial public goods such as water, food and energy in developing economies has been hamstrung by supply and demand issues that have in recent years led to major upward price pressures. Governments faced with potential social disruption have responded with subsidies and other measures that tend to distort pricing both at the end-user and producer levels and may discourage the investment needed to improve productivity and help supply meet demand. With fiscal deficits worsening, is there a better way for governments to protect the most vulnerable communities, without deepening market distortions? How can producers be encouraged to become more efficient in an imperfect market?

One of the key barriers to more effective private sector financing of essential public goods is the insufficient data around risk and possible outcomes. There is arguably more data than ever before, but much of it is not being processed efficiently or being made available to the public. How can the flow of information be improved – in terms of diagnostics, reporting, and the accountability of the investor? How can data become more open and transparent? What are the most effective pricing models and risk management tools and how can they establish more stable and consistent scenarios? What role are index providers playing? What evaluation methods can be put into place to track progress once a project has been implemented?
