Linus Barloon II

Linus Barloon II is an experienced program management executive, cybersecurity and information systems leader, who brings more than 13 years of proven results in directly relevant Cyber assurance, remotely deployed information security, and secure communications infrastructure initiatives across the military and civilian landscape. Now retired from the U.S. Air Force (USAF) after 24 years of service, he works as the IT Security Branch Manager, Office of the Sergeant at Arms, U.S. Senate to provide proactive, predictive and adaptive Cybersecurity services for the 100 Senators, the 40 Committees they support across 470 stateside locations.

As a thought leader in cybersecurity, he is also highly regarded for his subject matter expertise in applying real-world cybersecurity, cryptography, engineering, and information technology (IT) solutions to business needs, he is experienced in identifying associated risks, following NIST standards and guidelines for risk management and IA policy, and implementing information security techniques and network protocols that protect and restore wired and wireless IT and other networked systems, services, and capabilities supporting mission-critical applications.  

In Linus’ previous role, he led all Cyber efforts to protect, detect, react and recover from the Cyber threat for networks supporting the White House Military Office.  Linus, regarded as an expert and explainer, is also described as being one of the precious few who can both drive the execution and explain the cyber-challenges to laymen. He revolutionized the White House Communications Agency's cyber-program by consolidating operations and staff from four directorates into a single organization for real-time cyber-analysis and defense. And while defending the network used by the president, he also collaborated with everyone from the Senate Cyber Working Group to Air National Guard units to promote measurable, repeatable risk-based approaches. 

In 2014, Linus was recognized as Federal 100 Award Winner for being a government leader who played a pivotal role in the federal government IT community. Linus is a member of the International Council on Cyber Security, the Virginia Governor’s Commission on Cybersecurity and a Co-chair of the Intelligence National Security Alliance Training and Education Task Force.

Linus holds a Bachelor’s of Science in Information Systems Management from the University of Maryland, University College and a Master’s degree in Administration from Central Michigan University.

 
Ken Bible
Deputy Chief Information Officer

Mr. Bible currently serves as the Deputy Director of the Command, Control, Communications, and Computers (C4) Department at Headquarters Marine Corps. In this capacity, he also serves as the Deputy Chief Information Officer (CIO) for the Marine Corps, and formulates and provides broad policy guidance governing Information Technology, Cyber Security, and communications infrastructure and applications in support of the U. S. Marine Corps.

Mr. Bible was appointed to the Senior Executive Service in March 2015, having joined Executive Service as a Senior Leader in March 2013. Prior to his current assignment, Mr. Bible served as the Chief Technology Advisor for Headquarters Marine Corps for all matters pertaining to identification and validation of IT requirements, and lead for continuing assessment and identification of promising emerging C4 and information technologies for exploitation and application in the war fighting and business domains.

From 2009 to 2013, Mr. Bible served as the Assistant Program Executive Officer (Engineering) for PEO Enterprise Information Systems (EIS) as assigned by the Space and Naval Warfare Systems Command (SPAWAR). In this role, Mr. Bible led the engineering competency for PEO EIS, and provided technical leadership to a portfolio comprising over $2 billion of information technology projects and programs designed to enable common business processes and provide standard information technology capabilities to the Department of Navy.

Prior to joining the SPAWAR headquarters organization in 2009, Mr. Bible headed the Networks Engineering Division of the SPAWAR Systems Center Atlantic in Charleston, S.C., where he held the East Coast technical warrant for U.S. Navy Networks, and managed an organization comprising over 150 government employees executing over $150 million in total obligation authority. 

Mr. Bible began his 30 years of civilian service in 1985 at the former Charleston Naval Shipyard, where he rose to be a nuclear qualified engineering supervisor for three engineering branches. His leadership in resolving technical and regulatory issues surrounding hazardous and radioactive waste streams contributed substantively to the successful operational closure of the facility resulting from the 1993 Base Realignment and Closure (BRAC) decisions.

 
Bill Bodin

Bill Bodin, Chief Technology Officer of Mobility for IBM’s CIO Office, is both a Distinguished Engineer and a recognized Master Inventor. He holds over 200 issued US and International Patents, with over 100 additional patents pending, in domains including Operating Systems, Mobility, Media, Telematics, Consumer Electronics and Healthcare. He focuses on mobile and wireless technologies, defines and contributes to numerous pilots and innovations, and consistently brings new and transformational capabilities to IBMers and IBM’s valued customers. In his past assignments, Bill has led the device architecture areas for IBM Operating Systems, created IBM’s first commercial portal to take IBM’s developer tools to the external development community, and created the Pervasive Computing Advanced Technology Lab in Austin. Bill’s experience in Pervasive Computing is illustrative of his extensive experience in mobile computing. Bill led the creation of WhirlWind, IBM's first Enterprise Mobile App Store (a CIO 100 2011 award winner). He also led the creation of n.Fluent, IBM's text translation service. He also leads the technical architecture for Media in IBM as Chief Architect of IBM's Media Library (CIO100 2013 award winner), and is continually bringing new services and capabilities to the mobile platform. Bill’s current focus is on the creation and deployment of IBM’s comprehensive mobile ecosystem, delivering mobile capabilities to our employees, increasing client intimacy and productivity, and creating a reference implementation of IBM products and services. Bill is creator and thought lead for Catalyst, IBM's internal mobile development accelerator framework (CIO100 2015 award winner). Bill is a member of the IBM Academy of Technology and Academy Leadership Team. He also represents the CIO organization in the Center for Innovation Leadership (CIL), championing Innovation and Invention in the IBM Corporation. Bill holds B.S. and Graduate Degrees from the University of Georgia and Florida Atlantic University / Carnegie Mellon respectively.

 
Teresa Carlson

Teresa Carlson leads the Amazon Web Services (AWS) Worldwide Public Sector business, which includes state, local, central and regional governments; educational institutions and Ed Techs, and non-profits and non-governmental organizations (NGO), and acts as an advisor to Amazon Public Policy on global policy issues. Since starting AWS’s public sector business in 2010, Carlson has driven the business’ growth, which today accounts for 2,000 government, 4,500 education, and 17,500 nonprofit customers, and a vast partner ecosystem across all geographies.

 

Prior to joining AWS, Carlson served as Vice President of Microsoft Federal Government, where she was responsible for defining the strategy for the company’s US Federal Government business. Before moving into technology, Carlson worked in health care, as a practitioner and consultant initially, then as a business manager and area vice president, responsible for national accounts, marketing, and business development.

 

Carlson dedicates much of her time to philanthropic and leadership roles to support her global community. This includes service as the Board Chairman of the American Red Cross in the National Capital Region, Board member of Visitors for Virginia Commonwealth University (VCU), the USO of Metropolitan Washington Board of Directors, the Veteran Administration (VA) Advisory Committee, Princeton University’s Infrastructure Board, among others. Carlson has received many honors over the years, including being named as one of Business Insider’s Most Important People in Cloud Computing, and listed as one of the Washingtonian’s 100 Most Powerful Women and 100 Top Tech Leaders.

 

Carlson earned her undergraduate and Masters of Science degrees in Communications and Speech and Language Pathology from Western Kentucky University. 

 
Randall Conway
Principal Director to the Deputy Chief Information Officer for Information Enterprise, Office of the CIO

Mr. Randall G. Conway is a member of the Senior Executive Service (SES) and is currently serving as the Principal Director to the Deputy CIO for Information Enterprise. Mr. Conway has extensive experience in planning, training, operating, engineering and managing communications systems, services, and applications within the Office of the Secretary of Defense, The Joint Staff, United States Army, Joint Operational Commands and Organizations, and the MITRE Corporation. As the Principal Director to the Deputy CIO for Information Enterprise, Mr. Conway provides technical expertise, policy guidance, and leadership to drive OSD processes and actions to realize an integrated Department-wide implementation of the Joint Information Environment (JIE) and its primary sub-component called the Joint Regional Security Stack (JRSS) capability. Additionally, he advances other DCIO and CIO priorities in the areas of cloud computing, mission partner environment, and enterprise services for the larger DoD Information Enterprise. He supervises the development of implementation plans, budgets, their execution, measurements, resourcing strategies, and ensures DoD-wide information technology standards are prescribed and enforced and recommends the elimination of duplicative IT systems within the DoD information environment.

Recently, Mr. Conway served as the Director for Command, Control, Communications, and Computers (C4) Information Infrastructure, for the Deputy Chief Information Officer C4 and Information Infrastructure Capabilities. He was responsible for performing Principal Staff Assistant (PSA) duties in the areas of aerial, space, and terrestrial communications capabilities; command and control systems and mission applications; Defense Information Systems Network (DISN) services and gateways; network management and operations; position, navigation, and timing (PNT); commercial mobile devices and wireless; and personnel recovery systems. This included policy development, technical analysis, assessments, strategic direction, standards development, and architectural representations within each area.

Mr. Conway served 26 years in the Army Signal Corps in a multitude of leadership, command, and staff positions within DoD. Upon retirement, Mr. Conway joined the MITRE Corporation and served two years supporting the Defense Information Systems Agency and the Assistant Secretary of Defense for Networks and Information Integration. He joined the Federal Government in 2008.

Mr. Rex A Curry is the Chief, IT Policy, Strategy and Portfolio Management Division, Directorate of Resources Integration, Deputy Chief of Staff for Logistics, Installations and Mission Support, Headquarters U.S. Air Force, Washington, D.C. Mr. Curry plans, develops and implements innovative and transformative logistics concepts and initiatives across the full spectrum of the Air Force logistics enterprise to enable the evolving expeditionary air and space force. He develops architectures, and provides management and oversight across the full range of a diverse logistics information technology enterprise. He defines and integrates logistics management information systems requirements for the Global Combat Support System.

Mr. Curry served on active duty from Sep 1978 until Oct 2004. Post retirement he worked as a defense contractor before joining the Defense Civilian core.  He holds a Bachelor’s of Science Degree in Computer Studies from the University of Maryland, University College.  He holds an Executive Masters of Science Degree in Information Management from the Syracuse University, NY.

Additionally, Mr. Curry holds a Chief Information Officer certification from both Federal Sector and Department of Defense.

Mr. Josh Dixon started his career in the U.S. Marine Corps as an infantry rifleman. After completing college and officer training course, he received a commission as an Air Defense Control Officer. He served a tour in Iraq as a Provisional Riffle Platoon Commander under the Provost Marshal Office. After returning from his time overseas, he transitioned into a research position at the Naval Postgraduate School. Following his research and education tour, he joined the acquisition community at the Marine Corps System Command. After a career in the military, he joined Samsung Electronics out of South Korea in support of mobility solution development for government customers around the world. This past summer, he moved back to the US and now focuses on mobility solution development for US Government organizations. He holds two Master’s degrees from the Naval Postgraduate School in Computer Science and an MBA in Information Systems Management. He’s still working on a Ph.D. in Software Engineering.

Frank Konieczny

Frank Konieczny, a Senior Level executive, is the Chief Technology Officer, Office of Information Dominance and Chief Information Officer, Office of the Secretary of the Air Force, the Pentagon, Washington, D.C.

Mr. Konieczny has completed advanced degrees in computer science engineering and administrative science, and in 1987 he completed all coursework for a doctorate in computer science. He has extensive experience as a systems analyst and chief programmer, working with a variety of firms including Teledyne Brown Engineering, SAIC and General Research Corporation. He has supported the programming and analytical analysis for a wide spectrum of government projects including ballistic missile defense, network design, missile test analysis, radar systems analysis and simulation, and operations research and statistical analysis. Mr. Konieczny would go on to serve as a project manager, business unit manager, Chief Scientist and Chief Technology Officer. He has managed more than 20 significant government sector programs involving multiple large and small business subcontractors and academic institutions in areas of Army and Navy manpower, logistics, force structure, undersea warfare, real time statistical analysis, biometric authentication, enterprise architecture, work flow management, and simulation and modeling. 

Prior to his current assignment, Mr. Konieczny was employed for 10 years with AT&T Government Solutions professional services business unit. He served as the CIO, CTO and Executive Director for Operations where he managed internal research and development efforts; multi-location infrastructure management and upgrade; process improvement and standardization; support organization coordination; and development of technical solutions for a wide spectrum of projects within the government sector. 
 
JD McCreary

A native of Coronado, California, JD McCreary was commissioned in 1991 from the United States Naval Academy and received a degree in Physics. 

JD McCreary has served in operational tours including Operations SOUTHERN WATCH, DENY FLIGHT, DELIBERATE FORCE, ENDURING FREEDOM, and IRAQI FREEDOM.  He has planned and executed tactical, operational and strategic Electronic Warfare in support of both conventional and special operations, to include special technical operations.  In 2006-2007, he was instrumental to establishing and integrating Joint Counter-Improvised Explosive Device combat support units, technology and operations throughout the Iraqi Theater of Operations.

His non-operational tours have included Joint and Service staff tours, directly impacting PACOM, STRATCOM, CENTCOM, and SOCOM Operational and Contingency Plans, Integrated Priority Lists, Capability Based Assessments, Initial Capabilities Documents, and other Joint Chiefs of Staff Tank and Joint Requirements Oversight Council decisions. While under STRATCOM from 2008-2011, addressing strategic and international initiatives for Joint Electronic Warfare, JD McCreary was the Red Team lead for an Office of the Secretary of Defense Technology Task Force.

JD McCreary joined the Sensors and Electromagnetic Applications Lab at Georgia Tech Research Institute, as Chief, Strategic Technology Program Office.  His efforts included evolving technologies and applications for advancing EO/IR/RF capabilities, to include waveforms, apertures, algorithms, processors, networks, materials, sensors, systems, and concepts.  This also included understanding the implications of “big data”, cloud, and mobile, digital wireless on both national security and commercial interests.  He served on the Presidential Council of Advisors for S&T, addressing the need for increased spectrum access and ultimately helping found the National Spectrum Consortium.  He currently serves as Chief, Disruptive Technology Programs for the Sensors and Intelligent Systems Directorate at GTRI.

Ken is currently the IT Integration Branch Chief and is charged with the development of near-mid-far Logistics, Civil Engineering and Force Protection IT Integration and Interoperability Strategy by implementing “…as a service capabilities” and commercial mobile technology. He supports development of a cohesive joint enterprise approach for requirements definition and  advocacy impacting 300,000 Air Force active, guard and reserve personnel. Prior to Ken’s current position, he served as an Aircraft Maintenance Repair and Overhaul Senior Business Analyst, HQ Air Force, Systems Integration Directorate.  He led business process reengineering teams to support Air Force maintenance, repair, and overhaul activities impacting 250,000 logistics personnel Air Force Wide.   

His logistics, analytics and technology expertise stemmed from a distinguished active duty career in the US Air Force where he achieved the rank of Chief Master Sergeant in the Production Maintenance Management career field, retiring after 26 years. He is recognized as a leader in logistics, policy and technology innovation. He has  held mangement and leadership positions at the squadron, wing and major command levels. He holds a Masters of Aeronautical Science Degree, Embry-Riddle Aeronautical University and Bachelor of Science Degree, Occupational Education, Majored in Business Administration, with Minors in both Management Information Systems and Accounting from Wayland Baptist University, Hawaii Campus.

Mr. O’Brien is serving as Vice Chairman of the Board of pdvWireless, Inc., a private carrier wireless communications provider of mobile workforce management solutions.  From January 2009 to present, Mr. O’Brien has served as an independent consultant to several wireless start-ups and as a member of the board of directors of GTT Communications, Inc. (NYSE: GTT).  As the co-founder and chairman of Nextel, Mr. O’Brien led the creation of the first all-digital nationwide wireless network (the Nextel National Network) and brought push-to-talk (PTT) communication to the mass business and consumer market.  After the merger of Nextel with Sprint Corporation in 2004, he was a co-founder of Cyren Call Communications Corporation, where he served until January 2009.  Mr. O’Brien was recognized in 1987 as New Jersey Entrepreneur of the Year and was voted the RCR Person of the Year in 1993 and again in 2006.  In 2005, he was inducted into the Washington, DC Business Hall of Fame, and in 2007 he was named a Fellow of the Radio Club of America and was named by Fierce Wireless as “one of the top U.S. wireless innovators of all time.”  Mr. O’Brien is a graduate of Georgetown University and received his law degree from Northwestern University.

Mr. Jim Robinson currently serves as the Director of Marine Corps Business for ViaSat, Inc based in Carlsbad, California.  He recently retired from the United States Marine Corps in September of 2015 after completing 21 years of active duty as a communications officer.  Jim has extensive experience in tactical C4 systems and was the catalyst for procurement and CONOP development of wideband networking radios in the Marine Corps where he lead the testing and deployment of the Corps’ first 755 AN/PRC-117G radios in Afghanistan from 2010-2011.  Upon his return from Afghanistan, he was instrumental in the phase-out of the EPLRS radio networks within I MEF and implementing ANW2 networks, as well as the first increment of Networking-On-The-Move at I MEF. Mr Robinson has multiple combat deployments between Iraq and Afghanistan, all at the tactical on operational level and is regarded as a SME in areas such as radio based Position Location Information (PLI), Common Operational Picture (COP) and Common Tactical Picture (CTP) employment, UAS supported Fires, and mobile mesh-networking (airborne and ground).

Jim culminated his active duty career as the Marine Corps Forces, Special Operations Command, Raider Support Group S6.  He joined ViaSat Inc. in July of 2015 and holds a Bachelors of Science in Business Operations Management from Radford University, as well as a Masters of Computer Science from the Naval Postgraduate School.

Mr. Terry Simpson is President of High Side Technology LLC, where he leads the strategic development and application of advanced technologies and technology services to the defense and intelligence sectors.  Mr. Simpson’s career includes over 25 years of technology innovation and acquisition leadership within the Department of Defense.  As a federal official, Mr. Simpson was Chief Technology Officer (CTO) and Chief Information Officer (CIO) Senior Executive (SES) for Marine Corps Intelligence.  Previously, Mr. Simpson served as the Navy's Principal Deputy for Intelligence (SES) at the Program Executive Office for C4I, where he was the Navy's senior executive for intelligence systems innovation and acquisition.  Mr. Simpson holds a M.S. in electrical engineering from The Johns Hopkins University and a B.S. in electrical engineering from Clemson University.  He is a certified PMP®, DoD DAWIA Level 3 Certified Acquisition Program Manager, Certified Information Systems Security Professional (CISSP®), and a NSA Certified Cryptologic Engineer.

Rear Admiral (ret.) David Simpson was appointed Chief of the Federal Communications Commission’s Public Safety and Homeland Security Bureau in November 2013. As Bureau Chief, he oversees public safety, homeland security, emergency management, cybersecurity, and disaster preparedness activities at the FCC. He works with public and private partners and through the rulemaking process to deliver state-of-the-art communications that are accessible, reliable, resilient, and secure, and to help ensure that communications networks meet the public safety needs of Americans during emergencies. He brings to this role more than 20 years of Information and Communications Technology experience supporting the Department of Defense, working closely with other agencies to provide secure communication services and improve cyberdefense readiness. 

Admiral Simpson served previously as the vice director of the Defense Information Systems Agency (DISA). In that capacity, he helped lead an organization responsible for planning, developing and providing interoperable global communications for the Defense community. He also served as a senior delegate to the 2012 ITU World Radio Telecommunications Conference and to the World Conference on International Telecom (WCIT). From 2009 through 2010, as Director for Communications and Information Services for U.S. Forces Iraq in Baghdad, he synchronized strategic and operational-level communications for U.S. Forces and assisted the Government of Iraq in building capacity for the information and communications technology sector. Simpson’s extensive career includes assignments with responsibility for networks, IT, and crisis communications for afloat and other deployed forces in Europe, Africa, Asia, and South America. Simpson is a native of Burbank, California and a 1982 graduate of the United States Naval Academy. He earned a master's degree in systems technology from the Naval Postgraduate School.

Since 1985, Mr. Walsh has dedicated more than 28 years to government service in the field of Information Technology. He began by introducing Electronic Data Interchange (EDI) into the Defense Fuel Supply Center (DFSC), representing the DoD to the petroleum and airline industries.

Following his time at DFSC he was the Senior Information Manager for a multinational firm responsible for the build of the Information Technology School House. He was the Information Assurance Program Manager for the Army Materiel Command (AMC) for 10 years. In that role, Walsh was responsible for over 500 systems, applications and circuits.

Working as the Lead for Army Mobility and as the Liaison to DISA, Walsh has been key in the deployment and integration of commercial mobile devices into the Army business capabilities. Thanks to his efforts, all the Army senior leadership now have a smartphone or Mobile Tablet Army enabling the mobile workspace.

While at AMC, John received a Baccalaureate Gold Medal for excellence in Information Technology from Computer World for the Secure Bluetooth CAC Sled. His certifications include: CISSP, ITIL Foundation, Capability Maturity Model Level 3 Program Manager and Federal Information Technology System Professional Manager (FITSP-M). 

 
Jamie Wu

Samsung

Jamie Wu is responsible for DoD Sales within Samsung Business. He leads the integration efforts of the Samsung product portfolio into the Defense and Intelligence Agencies, while working with the Wireless Carriers, Systems Integrators, Value Added Resellers, and Solutions Partners. Jamie has been in the mobility industry for over 15 years working exclusively with the Department of Defense. Prior to joining Samsung he worked at BlackBerry as the Navy and Marine Corps Account Manager. He’s also worked for Good Technology in a similar capacity. Jamie started his career working with Cingular/AT&T Government Solutions, where he spent almost 10 years working with the DoD in the National Capital Region.

 
Maj. Gen. Sarah Zabel
Vice Director
Defense Information Systems Agency

Air Force Major General Sarah E. Zabel is the Vice Director of the Defense Information Systems Agency (DISA). In this role, she helps to lead a global organization of military, civilian, and contract personnel who plan, develop, deliver, and operate joint, interoperable, command and control capabilities and a global enterprise infrastructure in direct support of the President, Secretary of Defense, Joint Chiefs of Staff, Combatant Commanders, Department of Defense components, and other mission partners across the full spectrum of operations.

Maj Gen Zabel leads the efforts of an 8,000-member global organization and manages a $10-billion-dollar annual budget.

Maj Gen Zabel earned her commission from the U.S Air Force Academy in 1987, graduating with a bachelor’s degree in computer science. She earned a Master of Science degree in computer science from the University of Texas at San Antonio and a Master of Strategic Studies degree from the U.S. Army War College, Carlisle, Pennsylvania.

She has served within the communications and cyber field as the 43rd Communications Squadron commander at Pope Air Force Base, North Carolina, a computer security evaluator at the National Security Agency, a computer and network programmer, an Air Force Academy instructor, and as a staff officer at two combatant commands, the Joint Staff, and the Air Staff. She has commanded at the squadron, group and wing levels.

Prior to her current assignment, Maj Gen Zabel was the Director, Cyberspace Strategy and Policy, Office of Information Dominance and Chief Information Officer, Office of the Secretary of the Air Force.

Maj Gen Zabel’s awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Air Force Commendation Medal, Air Force Achievement Medal, Joint Meritorious Unit Award, Air Force Outstanding Unit Award, Air Force Excellence Award, and National Defense Service Medal.
