BAA‐16-31 PROPOSERS DAY:
The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) is sponsoring a Proposers Day to provide information to potential proposers on the objectives of the forthcoming Innovative Systems for Military Missions Broad Agency Announcement (DARPA BAA-16-31). The Proposers Day will be held on Wednesday, April 20, 2016 at the DARPA Conference Center from 8:30AM to 5:15PM, and will continue with an identical, duplicate session on Thursday, April 21, 2016 at the DARPA Conference Center from 8:30AM to 5:15PM. Check‐in and networking begins at 7:30AM on both days (Wednesday, April 20 and Thursday, April 21). Advance registration is required.
PROGRAM OBJECTIVE AND DESCRIPTION:
The objective of the DARPA-BAA‐16-31 is to solicit executive summaries, white papers, and proposals for advanced research, development, and demonstration of innovative systems for military missions. Innovative systems are platforms, weapons, integrated systems, or critical systems components that often incorporate emerging advanced technologies and enable revolutionary improvements to the capability, efficiency, and effectiveness of the military.
TTO investments are structured across a range of focus areas, encompassing multiple mission domains and cross-cutting enabling capabilities. The TTO strategy is focused on preventing and creating strategic surprise such that future combat capabilities are not over taken by low cost asymmetric counter measures. TTO seeks global (to include space) capabilities with endurance, precision, and survivability in all environments. The TTO strategy seeks the development and demonstration of system level technologies and prototypes which outpace adversary capabilities and force structures. TTO is interested in advanced capabilities in all physical domains: Ground, Maritime/Undersea, Air and Space.
TTO is explicitly not interested in approaches or technologies that make short term incremental or evolutionary advancements over the state-of-the-art. TTO is interested in far-reaching research, design, development, and demonstration of systems which create a decisive overmatch or asymmetric capability in accordance with the TTO mission.
The upcoming BAA will seek responses relating to the following Focus Areas:

TTO's solicitation focuses on the very high payoff, high risk development, integration, demonstration, and evaluation of innovative systems or critical systems components enabled by, and incorporating, new or emerging technologies. Proposed efforts must also show significant promise to provide the U.S. military with revolutionary new mission capabilities, enable significant increases in mission effectiveness, or dramatically reduce system costs.
REGISTRATION INFORMATION:
The Proposers Day will be at the DARPA Conference Center on Wednesday, April 20, 2016 from 8:30AM to 5:15PM and will continue with an identical, duplicate session on Thursday, April 21, 2016 from 8:30AM to 5:15PM. Check‐in and networking begins at 7:30AM on Wednesday, April 20 as well as Thursday, April 21.
The BAA-16-31 Proposers Day will occur over two days with identical agendas. While the main session is occurring there will also be sidebar meetings. Attendees will only be allowed to register for sidebars on the same day that they register/attend the main session.
All attendees will be required to present government issued photo identification upon entry to the event. Additionally, U.S. permanent residents (Green Card holders) are required to submit a DARPA Form 60 “U.S. Permanent Resident and Foreign National Visit Request” (the form can be found at: http://www.darpa.mil/attachments/DARPA60.pdf). Acceptable proof of U.S. citizenship or permanent resident status (Green Card holders) includes either an original, valid passport (copies will not be accepted) or a certified copy of birth or naturalization certificate AND a federal or state-issued ID card with a photo. The completed DARPA Form 60 must be provided via encrypted e-mail to SIDinternationalSecurity@darpa.mil.
Due to space limitations of the conference facility, attendance will be limited to the first 150 registrants on Wednesday, April 20, and Thursday, April 21, and no more than two representatives per organization (business unit), with a maximum of ten attendees from any one corporation, may attend. Attendees are encouraged to coordinate attendance internally within their organizations prior to registration. Attendees will receive notification regarding acceptance on or before April 8, 2016.

Registration opens: March 22, 2016 at 2:00PM EDT
Registration closes: April 1, 2016 at 8:00PM EDT (initial registration deadline), or when capacity is reached; whichever comes first. Individuals registering after this time will be put on a waitlist and notified of their acceptance based on venue capacity.
SIDEBARS: There will be an opportunity to meet individually with TTO Program Managers during the Proposers Day. For the sidebar sessions with the TTO Program Managers, please designate the focus area(s) in which you and your organization are interested as well as a ranking of the sessions (Ground Systems, Maritime/Undersea Systems, Air Systems, and Space Systems) that you would like to attend in priority order. Since the sidebars are occurring simultaneously with the main session, we will do our best to accommodate your interests. In addition, a brief description (200 – 500 words) of your specific topic is required for all potential sidebar attendees. Sidebars may not be granted to those organizations that do not provide a write-up during registrations. If granted a sidebar, the sidebar attendees will be scheduled with the program manager whose area of expertise is aligned with the provided topic. Requests must be received no later than the registration cutoff date. There may also be the opportunity for classified discussions with TTO Program Managers. These will require security clearance transmittal to DARPA.
Should you wish to participate in classified sidebars, your clearance/visit request must be on file with the Visitor Control Center (VCC) for collateral visits and the Special Security Office (SSO) for visits involving Sensitive Compartmented Information (SCI) prior to arrival.
NOTE: Before individuals transmit Personally Identifiable Information (PII) or other sensitive data to DARPA, it is recommended that they apply appropriate physical, administrative, and technical protocols to safeguard their privacy. DARPA will secure all PII and sensitive personal data in a controlled environment and protect it from unauthorized access, use, or disclosure.

To maximize the pool of innovative proposal concepts, DARPA strongly encourages participation in these events and subsequent solicitations by non‐traditional performers, including small businesses, academic and research institutions, and first‐time government contractors.
Attendance at the DARPA-BAA‐16-31 Proposers Day is voluntary and is not required to propose to subsequent BAAs (if any) on this topic. The Proposers Day does not constitute a formal solicitation for executive summaries, white papers, or proposals. This announcement is issued solely for information and program planning purposes and is not a Request for Information (RFI). Since this is not an RFI, no submissions against this notice will be accepted by the Government. DARPA will not provide reimbursement for costs incurred to participate in this Proposers Day.
