IPWEA NSW in collaboration with the Office of Local Government will be conducting a series of seminars on Special Schedule 7 during May and June 2016.   

Implementation of Special Schedule 7 2016 workshops will be a joint presentation by the Office of Local Government and The Institute of Public Works Engineering Australasia (IPWEA) NSW Division. The presenters are Sonja Hammond and Sarah Gubb from the Office of Local Government and Tony Reed and Gary Woodman from the IPWEA NSW.

The workshops will address the changes to Special Schedule 7 for 2015/2016 and will give participants the opportunity to discuss with representatives of the Office of Local Government the issues surrounding consistency of information entered into the Schedule across the industry.

PRESENTER DETAILS

Sarah Gubb
Acting Principal Performance Analyst, Performance Team, Investigation and Performance Group

Sarah has been working for the Office of Local Government for over 10 years, in the Performance and Compliance Team and the former Finance Management Branch. Sarah's work involves a number of key initiatives to support local government in the areas of financial reporting and asset management including:
  • the development of systems, processes and work practices to support the efficient management of financial and non-financial performance reviews and other functions performed.
  • liaise, communicate and negotiate with stakeholders to ensure the development of coherent, integrated compliance programs and policies.
  • continually monitor all NSW Councils.
Sarah was seconded to IPART for 4 months as part of the Fit for the Future assessment team.

Gary Woodman BE (Civil), G. Dip.LGE, LGE, FIPWEA, MLGMA
(IPWEA NSW Presenter)

Gary is a 51 year old local government engineer manager with almost 30 years of local government experience at Central Darling Shire, Narrabri Shire, Warren Shire, Singleton and Cobar Shire Councils.
He has been involved in most aspects of local government services during his professional career which has included almost twenty-two years as a Council Senior Officer with eight and half years as Manager Engineering Services (Department Head) at Warren Shire Council, over seven years as Director Operations at Singleton Council and almost six years as General Manager at Cobar Shire Council and Secretary of the Cobar Water Board.
He is a Fellow of the Institute of Public Works Engineering Australasia (IPWEA), a member of the Local Government Engineers Association (LGEA) and is a member of the Local Government Managers Australia (LGMA). Gary was elected Vice President of the IPWEA NSW Division in October 2014 and holds the Director Portfolio of Membership Services (2002-Present) and is a member of the Committee of Management of the LGEA (2002-2008 and 2010-Present).


Tony Reed
Consultant
(IPWEA NSW Presenter)

Tony is a highly qualified public sector engineer and senior manager with extensive experience in Local Government in both Metropolitan and Regional NSW Tony has also held senior positions in State Government and State Utilities. During his career Tony has been responsible for the design, construction and operation of some significant infrastructure projects. The projects have been as diverse as the Ryde Aquatic Leisure Centre, the Carrington Road Affordable Housing Residential Complex, the Mill Hill Early Learning Childcare Centre, the Bronte to Clovelly Coastal Walk, the Bulahdelah Water Filtration Plant and the West Ryde Drainage Tunnel. Tony has also been involved with and led major workplace reform directed at productivity and efficiency gains. In his various role in Local Government, Tony has been actively involved in promoting strategic alliances amongst member Councils and has successfully led the NSROC Regional Waste Disposal Contracts and the SSROC AWT Contract. Tony is also a member of the Management Committee of the NSW Roads and Transport Directorate.

Tony is accredited under the NSW Fit for the Future Program as a Technical Expert and listed on the NSW Office of Local Government Panel.
