Measuring the Return on Investment in 
Maternal and Child Health Programs

In times of tight budgets and reduced spending, maternal and child health program administrators and practitioners need to show that investments in this field bring measurable returns. However, many administrators and practitioners are not familiar with how to decide when to conduct an economic study, the differences between cost-benefit analyses and return on investment (ROI) analyses, and how to use the results of these analyses to reach out to policymakers, funders, and program partners. This DataSpeak will give an overview of economic analyses and how maternal and child health stakeholders can use them at the Federal, state, and local levels. 

Presentations will be made by:
  • Scott Grosse, PhD, from the Division of Blood Disorders of the National Center on Birth Defects and Developmental Disabilities (NCBDDD), on how economic analyses are conducted and used with concrete examples from recent research on newborn screenings and asthma care;

  • Stephanie Lee, from the Washington State Institute for Public Policy (WSIPP), with an overview of WSIPP and its approach to estimating the benefits and costs of prevention and intervention programs for children on the state level; and

  • Ricardo Basurto-Dávila, PhD, MSc, from the County of Los Angeles Department of Public Health, on how funding to local Maternal, Child, and Adolescent Health (MCAH) programs in California impacts low birth weight rates.
