President Obama was clear in his latest economic report that, “The first step in winning the future is encouraging American innovation.” He also reported that our economic leaders have set a goal of doubling our exports by 2014. This discussion will more fully explain the President’s vision around the urgent need for innovation and collaboration to help us become more competitive both at home and abroad.

9:20AM – 10:00AM LIFE AFTER RE-AUTHORIZATION, NIH, DoD - Operational Implementation Speakers: Dr. Matthew Portnoy, NIH, and Chris Rinaldi, DoD,SBIR/STTR Program Manager
The SBIR re-authorization will create differing administrative nuances across the participating agencies. Program Managers from the two largest agencies, Department of Defense (DoD) and Health and Human Services (HHS), comprising 75% of SBIR funding, will expand on the details to help participants understand the resulting impacts.
· Dr. Matthew Portnoy will provide insight into how the legislative changes will translate into operational execution for the NIH.
· Chris Rinaldi will address the administrative impacts for the Department of Defense agencies.
